For the first two floors, any human who excretes outside of the bathrooms summons a Rage Elemental. This policy is rescinded by the third floor. The thing is, the third floor was race selection, and approximately ten percent of the crawlers choose not to be human any more. The Rage Elemental was explicitly only summoned by humans (and as one Borant human found out, all humans), as Mongo doesn't cause any problems. They likely couldn't keep the deterrent in place due to the huge number of different races the crawlers span now.
