A paw print tattoo is found on the lower back of a young teenage girl, leading detectives to Broder House, a foster home for young girls. There it is learned that the victim was one of three dead girls who had ended up as a prostitute for a man named Victor. To catch him, the detectives work to convince Victor's underage girlfriend Belinda to testify against him, with assistance from future recurring character Sister Peg.

!!This episode provides examples of:

* AbusiveParents: The first victim's mother ''in spades''. She first had her daughter taken from her due to being an addict. She took her back after claiming to get clean (ripping her away from her loving, supportive foster mother in the process), only to give her back to CPS after her daughter tells her her boyfriend sexually abused her (she refused to believe her or throw her boyfriend out). When she finds out about her daughter's murder, she couldn't care less--much to Beck's disgust.
* AssholeVictim: Beck is forced to gun Victor Bodine to death. Considering how despicable of a human being Bodine was throughout the episode, no one would say he didn't had it coming.
* BaldOfEvil: Victor Bodine, who is an {{Ephebophile}} and {{Domestic Abuse}}r.
* TheBigDamnKiss: Stabler and Beck after having a few drinks.
* TheBusCameBack: Sister Peg returns after last appearing in Season 6.
* CelebrityParadox: Creator/JuliaRoberts was name-dropped by Belinda in one scene. The actress guest starred in [[Series/LawAndOrder the parent series]]. She was also in a high profile relationship with Creator/BenjaminBratt (who played regular Ray Curtis on the same show), as well as the co-lead of ''Film/RunawayBride'' which also starred Creator/ChristopherMeloni himself.
* DoNotDoThisCoolThing: InUniverse. Belinda got the idea that prostitution is glamorous and exciting from watching ''Film/PrettyWoman'' over and over.
* {{Greed}}: In addition to her other [[AbusiveParents loathsome qualities]], the first victim's mother shows her greedy side by asking if she has a good case for a lawsuit against the group home her daughter was sent to if they were responsible for her death. Beck is understandably repulsed.
* HandsOffParenting: The mother of the very first victim is such a terrible parental figure that she doesn't even seem bothered when one of her charges almost got run over by a car. Beck chews her out on it.
* OutOfFocus: Benson turns up for two scenes before exiting (Creator/MariskaHargitay is still on maternity leave).
* OutlivingOnesOffspring: Elliot and Dani interview the mother of the first victim, who doesn't give a single fuck that her daughter was killed.
* PaedoHunt: The episode centers on underage prostitutes, so gunning after their pimp(s) and clients is obviously the resolution.
* ParentalNeglect: The mother of the very first victim only cares about two things; herself and money. Her children's well-being be damned.
* ShipTease: Olivia has a jealous look seeing Eliot and Dani working well together.
* StockholmSyndrome: Belinda becomes so attached to Victor Bodine despite his shitty treatment of her, believing that he's the only one who will ever care for her.
* WouldHitAGirl: Victor has no qualms about physically assaulting his prostitutes. He also brutally beats Sister Peg when kidnapping Belinda.
