It is to be noted that Ethan is on the run from the entirety of the Kremlin security detail after Cobalt alerted them to his whereabouts. In the heat of the moment, he simply has no time to catch Cobalt and Cobalt knows it, hence why he alerted the Russians in the first place. If Ethan paused to stopped Cobalt, they both would have been arrested by the Russians, though Cobalt could've probably come prepared and convinced the Russians that Ethan and his team were the sole infiltrators and made up excuses that Ethan attacked him as he tried to escape, and who would the Russians believe more? A foreign spy who DID just infiltrated Kremlin or one of their former agents? Hence, Ethan had no choice but to let Cobalt go but made absolutely sure to remember his face so he could ask his colleagues at IMF about him later. Also, Ethan would've had no idea that Cobalt is planning to bomb Kremlin OR that the briefcase was a nuclear football. In just a few seconds they passed each other, along with the fact that Ethan is focusing on escaping Kremlin alive, he simply has no time to process what the hell Cobalt is up to at that moment.

Ethan then aborts the mission and as he tries to leave the Kremlin he comes across Hendricks.\\
