** [[DirtyCommunists Trochin]] is a [[AssInAmbassador Soviet ambassador]] who is tasked with finding the train carrying gold and hunting down the Trotskyists. To this end, Trochin has his men massacre a printing shop, killing 15 people, while tracking down the sole survivor and [[ColdBloodedTorture torturing him]] until he gives up information about the train, at which point Trochin then kills him. Trochin has also collaborated with the Black Reichwehr to overthrow the current government of Germany, only to sell them out to save himself from Stalin's firing squad.
** [[MadDoctor Dr. Leopold Ullrich]] is a police analyst who turns on the force to achieve [[GloryHound fame and glory for himself]]. After finding the identities of the individuals who murdered the first actress in a film lot, Ullrich {{blackmail}}s them into committing more murders, before [[FrameUp framing]] Walter Weintraub, just so Ullrich can "catch" him and be [[FakeUltimateHero viewed as a hero]]. When Gereon Rath and Charlotte "Lotte" Ritter learn of Ullrich's crimes, he injects them with insulin, while also killing his own assistant once he catches on as well. He would then kidnap the police commissioner, Ernst "Buddah" Gennat, attempting to hang him while framing Gereon for Gennat's death.

* IronWoobie: Charlotte. She lives with her family in a run-down, cramped flat, working both at the police station by day and as a prostitute by night to keep the bills paid so her little sister can go to school. For her efforts she is routinely slut-shamed and harassed by her LowerClassLout brother-in-law, and resented by her older sister for being the main breadwinner (and this is without going into what she suffers during the course of the show). Yet in spite of her circumstances, she spends much of her time onscreen with a confident smile on her face, or showing her determined resourcefulness in becoming a police detective. It's only well into Season 2 that the iron begins to show cracks, and she still doesn't let that stop her from doing what needs to be done.

* TheScrappy: For [[spoiler:completely disowning the show's leads Gereon and Charlotte out of NoSympathy instead of giving them a hug for all the hardships they're going through, Gereon's sister-in-law and the initial love of his life Helga for being a cheating hypocrite who cheats on her late husband and Gereon's brother Anno then cheat on Gereon with Alfred Nyssen before breaking up with Gereon out of anger and latter aborting the child she had with Gereon without a care for his own issues and the Ritter family, in particular Charlotte's brother-in-law Erich, her sister Ilse and eventually Toni, for Erich's SlutShaming and threats to sue against Charlotte for Ilse's blindness, Ilse's lack of real support for Charlotte while resenting her as the family's breadwinner and Toni having TookALevelInJerkass in Season 3 that culminated in her disowning Charlotte as her sister for Ilse's blindness without understanding nor caring what Charlotte is going through, including just losing her friend Greta when Toni turns on her.]]

** Charlotte's little sister Toni crosses this [[spoiler:by disowning Charlotte as her sister for her other's sister's blindness out of self-centered spite following having TookALevelInJerkass, without giving a consideration for her efforts to care for the family and what's she suffering herself which includes losing her friends Vera and Greta.]]

** When Gereon takes the Armenian hostage to get out of the Moka Efti with the blackmail films. While any reasonably prudent person would take some measure -- ''any'' measure -- to tie up this loose end (arrest the Armenian for blackmail, detain him unofficially as they later do with Krajewski, etc.), Gereon simply tells him to "get lost" and seemingly forgets about him entirely. He then proceeds to get blind drunk at a nightclub mere ''hours'' later, leaving himself to be [[SlippingAMickey drugged]] and kidnapped by the Armenian's agents with no fuss whatsoever.
** The Soviet secret service agents are incredibly sloppy. Besides using a gun that's easily traceable back to them to murder 15 people -- honestly, why even ''have'' a special gun reserved for covert operatives? -- they leave a paper trail that the greenest newbie cop could follow, kidnap a Trotskyist on a public street in front of a crowded apartment building with an obvious witness (Gereon) that they take ''no'' measures to silence, bury those murdered dissidents in shallow enough graves that a fox can dig up the corpses, and spend their time taking part in illegal dogfighting bets, which gives the Berlin cops a perfect opportunity to arrest them.
