First, the ending of Book 5 has most of the Order of the Phoenix threaten to intervene if they hear about Harry being mistreated again (and as far as I recall it's the only time someone from Harry's support network gives the Dursleys anything resembling a "threat"), so I would hardly say there's no work done towards "a long-term resolution". Especially considering that by that point, the Dursleys being intimidated into permanently backing off was probably the best anyone could've hoped for. Second, Sirius is only able to join Harry's support network after Book 3, and he never intervenes because Harry can make Vernon and Petunia back off by merely pointing out that he exists.

As far as I recall, Dumbledore was the only one of the good guys who knew that Harry would be instrumental in defeating Voldemort (or at least he was the only one who knew about the soul fragment attached to Harry's soul).
