The cartoon title being Buzzard is justified because it is common in North American English to refer some species of New World Vultures, such as the Turkey Vulture, as Buzzards and this cartoon was made by an American studio.


* ArtisticLicenseOrnithology: Putting aside the fact that Killer is obviously a vulture and “Buzzard” is less of an accurate name than an alliterative one given his future name, vultures generally only scavenge for dead animal carcasses (hence the bald head), and unless the prey is wounded or sick, will rarely hunt for and resort to killing live animals. Of course, with Hays Code censorship, the story wouldn’t happen in any way like RealLife, but you really have to wonder what Mama Buzzard was thinking sending the obviously dopey Killer out to get food using a skill that vultures would not be the most adept at practicing.
