While he's distracting everyone there, the crew has a clear shot at the Romulan...as does the third Tal Shiar operative. Just as Azeri planned, their senior staff is able to handily subdue the agent while they're on the scene, and the crew manages to smuggle the classified information out without anyone the wiser.
