This would ''only'' happen if Neo's SplitPersonalityMerge goes out of control, forcing anyone in Team RWBY or Jaune to put her down. And as a result, only Trivia remained, but she retains the memories of her "Neo" self during the merge.

This theory stems from Ozpin's brief summary of the story in the episode "Risk": "A young girl flees the consequences of a choice, to a magical place. But, having never learned from her initial failure, she only succeeds in spreading it." This summary could sum up Penny's current predicament and the possibility of her return:

1. "A young girl flees the consquences of a choice": Penny made a crucial choice in the Volume 8 finale--transfer the Winter Maiden's powers over to Winter. The consequences of that choice is that she died in doing so. If she's somehow brought back to life, she's basically fleeing from the consequences of her choice.

2. "To a magical place": Of course, this would allude to the world we saw in TheStinger of Volume 8 and the preview of Volume 9. Note that Penny's corpse possibly fell through the world along with Jaune when Ambrosius's pathway was undone.

3. "But, having never learned from her initial failure": Penny failed in doing two things--doing her part of the plan to head to Vacuo, and failing to maintain her new mortal body mere moments after obtaining it.

4. "She only succeeds in spreading it": Ruby will no doubt learn what happened to Penny. Her reaction to Penny's failure is probably not going to be pretty (an above WMG theory used the term "nuclear meltdown" to describe Ruby's reaction, which could be accurate), which would possibly succeed in instilling Ruby and her allies with the fact that they all failed in their mission.

If this summary does indeed symbolize Penny's second death and return to life, one of Volume 9's plotlines could be about Penny learning from her past mistakes, ultimately changing her (just as how Oz indicated that the girl in the fairy tale wasn't the same girl anymore after returning to Remnant).

[[WMG:Penny will, somehow, return to life]]
The main reason why I think this stems from her very inspiration: [[Literature/TheAdventuresOfPinocchio Pinocchio]]. Some characters from that book got adapted into RWBY, such as Pinocchio himself (Penny), Geppetto (Pietro), Candlewick/Lampwick (Torchwick), the Blue Fairy (Fria and possibly Ambrosius), and arguably Mangiafuoco/Stromboli (Watts). However, there are some ''Pinocchio'' characters that have ''not'' been adapted into the show yet. These include the Fox and the Cat, the Coachman, Maestro Cherry, and most importantly, Jiminy Cricket.

It's rather odd that these characters would not be adapted into ''RWBY'' proper prior to Volume 8's finale, where the Pinocchio stand-in died. Additionally, there's also the fact that we have Monstra, based off of Monstro the whale from the [[WesternAnimation/{{Pinocchio}} Disney adaptation of the book]]--and Penny never interacted with that Grimm, despite them being adversaries in the film.

Not to mention, the Blue Fairy actually took pity on Pinocchio when he seemingly died during the book and brought him back to life--so maybe Ambrosius could take pity on Penny and create something to bring her back to life? And there's also the theory that Ambrosius commented that Penny would be left a soul without a body, as stated above, so he could create another, more durable body for her. I'm not sure if Ambrosius can call people from between realms like the God of Light did in Volume 6, but it could harken back to Penny's origin story.
