Possibilities: [[UltimateEvil The Overlord]], since people made a big fuss about him during the Oni saga; [[TimeMaster the Time Twins]], since making an elaborated plan behind the scenes is in their nature, especially Krux's; or [[JackassGenie Nadakhan]], who wants revenge on the Ninja for the events of Skybound. There's also an undeveloped WMG above according to which the Vengestone Buyer is Clouse.
# Garmadon. The reason he's not lumped with the villains is that the events of Season 10 made him question his morality, and it's heavily implied the purpose of his self-imposed exile is to regain his humanity. Maybe some sort of mystical voice told him that, in order to regain it, he needs to collect large amounts of Vengestone for an upcoming event. What event? I don't know. Who's the mystery voice? Don't know that either. Could be [[GreaterScopeParagon The First Spinjitzu Master]], could be [[GreaterScopeVillain The Overlord]].

And his plan worked: Nya sacrificed herself into becoming an embodiment of the Endless Sea, thus losing her humanity. And Jay is broken because of it. The signs are there. Sky''bound'', Sea''bound''? Also Nadakhan's lamp appears in every season since Season 11?
Here's my theory: Clutch Powers found Nadakhan's lamp [[NiceJobBreakingItHero and released Nadakhan from it]]. Since WordOfGod is that [[RippleEffectProofMemory Nadakhan knows what happened in Skybound]] and is angry about it, he'd most likely pull an IfICantHaveYou and try to forcefully separate Jay and Nya. During ''Secrets of Forbidden Spinjitzu'' and ''Prime Empire'', Nadakhan was looking for the perfect way to do it, and he learned the following:
# The Wojira is so powerful, the only way to stop it is for the Master of Water to sacrifice herself (all known Masters of Water are female).
# Whenever the BigBad's plan is to use the MacGuffin to unleash a beast on Ninjago, [[YouCantTwarthStageOne the Ninja can't stop him from unleashing the beast]]. They couldn't stop Pythor from awakening The Great Devourer. They couldn't stop Garmadon from reviving the Grundle. They couldn't stop Morro from summoning The Preeminent. I have two reasons to believe this:
# Jay and Nya's Yin-Yang Promise. You can't have Yin without Yang (i.e. you can't have Light without Darkness), which can only mean one thing: the Yin-Yang Promise is the ''Ninjago'' equivalent of ''Franchise/KingdomHearts''' Paopu Fruit, in the sense that two people who make an Yin-Yang Promise interwine their destiny, so even if they're separated, destiny will bring them back together. So, logically, despite the fact Nya and Jay are now separated, their Yin-Yang Promise will bring them back together.
