With the ponies already segregating by race, each of their respective kingdoms could have controlled a different race. Odds are, Chrysalis would rule the Unicorns, Tirek would rule the Earth Ponies, and Cozy Glow would rule the Pegasi, but who controls who is admittedly arbitrary. With each race already turned against the others, each ruler could claim that they're at war with the others to keep their citizens on their side via propaganda, and possibly using that as an excuse to keep resources from their citizens a la ''[[Literature/NineteenEightyFour 1984]]''. However, minimal fighting, if at all, is actually going on behind the scenes as the three rulers agree to leave each other alone.
