This theory explains why the Robot Masters would look the way they did in the movie, not counting the budget issues. The unveiling of them was intended to be a sneak peak to show what Dr. Light had in store for society, and the robots themselves were not set to be fully ready until a future date. Dr. Wily activated them early.
* All this explains why the three human-played Robot Masters appeared to be wearing "biker gear" (actually basic armor) and why the other three look more robotic than human.
* It also explains why Elec Man did not have a helmet, and why Ice Man was missing his parka.
* Ice Man's robotic-like speech and split-personality could also be attributed to the Robot Master's incomplete status.
