The Robot Masters were not quite finished when Wily activated them
This theory explains why the Robot Masters would look the way they did in the movie, not counting the budget issues. The unveiling of them was intended to be a sneak peek to show what Dr. Light had in store for society, and the robots themselves were not set to be fully ready until a future date. Dr. Wily activated them early.- All this explains why the three human-played Robot Masters appeared to be wearing "biker gear" (actually basic armor) and why the other three look more robotic than human.
- It also explains why Elec Man did not have a helmet, and why Ice Man was missing his parka.
- Ice Man's robotic-like speech and split-personality could also be attributed to the Robot Master's incomplete status.
