The guess is that while exists an entire alternative world inhabited by magic users(who evolved not from normal hominids but from winged humanoids) seen in TW, LWA shows us that in the human world also exists spellcasters, who descends from the humans who learned to use magic from the "winged ones".

The guess is that after the end of ''Tweeny Witches'', Arusu at some point came back to the world of magic, saved it once again and, in the process, she let humans' world discovering its existence. Arusu and her witches friends cooperated to make things work and in the end both worlds became one. Years/centuries/millennia pass and we have the setting of ''Little Witch Academia'', in which the existence of magic isn't uncommon to humans. Sure, it isn't a perfect co-existence, as we see in ''The enchanted parade'', but that's because there's always some misunderstanding and not everyone is a WideEyedIdealist like Arusu was, and, in a "story-repeats-itself" way, Akko is in present days.

Amanda O'Neil from ''The enchanted parade'' is (physically speaking only) [[http://oi66.tinypic.com/685w04.jpg an expy of Arusu]]. Amanda could be a direct Arusu' descendant, and that would explain why she was immediately willing to help Akko, a total stranger, with the parade: she saw in her the optimistic philosophy Arusu passed down in her family. Furthermore, unlike Lotte and Sucy, she temporarely quit the project not by her own, but just after seeing that Akko herself gave up, which disappoint her. But then, luckily, she sees that Akko is indeed Arusu's successor, and she comes back.
Shiny Chariot too resembles alittle Arusu, with the red short-cutted hair and that CatchPhrase about the magic coming from ''the heart''. Since Arusu in the ''Little Witch Academia'' epoch would be a legendary figure, Shiny could have been inspired by her and decided to make people happy with magic, in line with Arusu's beliefs. It's worth noting that Shiny, among witches, has a very bad reputation, exactly like Arusu at the beginning of ''Tweeny Witches''. Story repeats itself indeed.

Making a TV anime takes time and money, and Trigger may not want to throw all of that at over twenty more episodes of the show. But half the number of the initial season? It could be done. Another OVA (set in the same continuity as the proper series)? Maybe they might consider that.

The settings, from the art to the premise of the plots (which they can be both resumed in "a human girl loves magic so much she want to become a witch"), are so similar is suspicious. Also, in both animes the protagonist is a GenkiGirl human who adores magic (TW: Arusu; LWA: Akko) via inspiration by a role model (TW: Arusu's father; LWA: the performer Shiny Chariot) and they're part of a trio with two "pure-blooded" witches (TW: Sheila and Eva; LWA: Sucy and Lotte), and the respective signature catch phrases are just two different ways of telling the same thing (TW: "Anyone can use magic as long as they believe with all their heart!"/LWA: "Never forget, a believing heart is your magic!"). It's only natural to think these animes share a bond.
