Considering how he has a whole conspiracy board that features all the villains and how he can change the stories around, was upset by a story with a ''demon army'' being put to an end, it's pretty obvious he's planning in invasion of sorts.

The wicked witch used to be a Prince Charming himself. He realized there is no way to return home and was stuck in this prince role after completing all the tasks. He is forever trapped in forever after realm.
