Actually it seems that from the feedback of at least some dedicated hard mode players on the discord, even capital ships tend to have enough lightly armored sections that the math tends to favor doing raw damage over extra penetraton capability, especially since the size of magazine explosions and the like tend not to actually scale with Morg HP.
