Bullets for the Sniper Rifle, Assault Rifle and the unlockable Magnum are seldom-to-never found in the wild or dropped by enemies, but you can make whatever ammo you're short on using gunpowder, which is commonly found even if you don't do a lot of snooping around the maps, and is quite abundant if you do.
