''Off the Record'' was made as a "What if?" scenario to the second game, asking what would Frank do in Chuck's position and what would have changed. While the broad story points remain relatively the same, a few fine details change that completely alters the story in the end. Off the Record also brings back the beloved Photography mechanic and introduces some new areas. While the original was already pretty dense and wacky, this game turns it up to 11; fighting a midget clown with an icecream gun is somehow the least exciting thing to happen in the story.

In [[spoiler:Ending D, Frank gets killed in one shot by an unknown survivor (most likely Stacey), while even a low-level Frank can eat up at least a couple of those in gameplay.]] Subsequently in [[spoiler:Ending B, Frank gets overpowered and pinned down by a zombified T.K and the armed pilot abandons him for two other survivors in the helicopter due to a small pack of zombies closing in, while even a small pack zombies prove to be a minimal threat to either Frank or survivors in gameplay, let alone an individual zombie.]]

* BonusBoss: Two, actually. They aren't bonus bosses, per se, yet they are new additions to ''Off The Record''. They are:
** Evan [=MacIntyre=]: A midget clown on stilts who doubles as an ice cream vendor. Initially he is friendly, if somewhat detached from reality, until he realizes who Frank West is. [[spoiler:This is because he is the brother of Adam [=MacIntyre=], the clown psychopath in the original ''Dead Rising'' that Frank killed, a fact which Evan is not exactly jolly about.]] He fights using his stilts and a modified [[AnIcePerson snowball cannon.]]
** [[spoiler:Chuck Greene]]: [[spoiler:''Dead Rising 2's'' original protagonist. As in the original game, he fights in Terror is Reality to provide Zombrex for his daughter Katey, but in this continuity, she seemingly perished during the outbreak that kicks off the game. This drove Chuck into being an AxCrazy alcoholic who believes that "Katey" (a doll) is still alive and needs to protect her from other "psychos". Mechanically, he replaces Leon completely and also provides keys to the bike trailer upon his defeat. Notably, Chuck's original clean-shaven and sane counterpart acts as Frank's co-op partner, and he also has lines specifically for fighting his deranged other self.]]

This is either to balance the game because Capcom throught they were too powerful in the original version, or because Frank gives off an aura that makes his allies behave like idiots.
