We came up with the idea of adding a kid version of Sgt. Bilko/Creator/PhilSilvers -- a conman kid who could take advantage of Shaggy and Scooby. Ultimately, it felt forced. I was skeptical until I looked at the credits. Bernard Erhard is listed in the end credits, so he may well have been the voice of Time Slime after all.
