I'm sorry, but Solas does not confirm that he did not get physical with a romanced Inquisitor. His Exact Words are "I would not lay with you under false pretenses." Whether he means they did not have sex, they did have sex but he was honest about his feelings and did so as his true self (Solas) not his public alias (Fen'Harel), or denying that he manipulated her through sex and romance is, again, deliberately vague and left up to player interpretation.
