The corps have dubious morality and manipulate public interests to fulfil their own goals, [[UtopiaJustifiesTheMeans but they have legitimately improved life for most people in the process]]. On the other hand, some of the runners include selfish criminals with no real grievance against the Corps, and are willing to do some dirty work to achieve their own ends as well.
