There's no indication anywhere in the episode that she can "override" someone who resists her, and it's not clear if we EVER see a "casual" use of her ability. Her attempt on Toby may well not have been an attempt at all, as she only thinks at him; every CONFIRMED use involves concentration and emotional manipulation (guilt for the suicides, compassion for the nurse, self-doubt for Michelle, and anger for the former hitman who shoots her dead IN FRONT OF WITNESSES in spite of the episode clearly establishing that he was too good to be caught).
