Problem is, simply being an adult doesn't make you a legally qualified driver, you still have to pass an official driving test to earn a drivers licence, something Stevonnie clearly hasn't done. Probebly justified as Steven and Connie are only kids and might not understand this. In fact, a later episode, "Last One Out of Beach City", implies that Steven believes that all adults have drivers licences.
