Leslie and Ron are headed to Indianapolis to receive a commendation for their work on the Harvest Festival. Leslie is excited about visiting the capital, but Ron is most looking forward to eating at his favorite restaurant, Mulligan's Steakhouse.

When they arrive at Mulligan's, Ron is is distraught to learn that it's been closed down for a health code violation. Chris offers to cook dinner for them at his place. Ron freaks out when he sees that the "steaks" Chris is cooking are actually mushrooms and he nearly passes out as he had been starving himself with the expectation of eating at Mulligan's.

Tom approaches Feinstein to demonstrate his cologne. When Tom sprays his cologne, Feinstein thinks it's a gag scent because it smells horrible. Ben tries to cheer up a dejected Tom. Ben says Feinstein is a jerk, but Tom is tired of coming up short. Even though Ben thinks Tom's cologne is terrible, he wants to help him.

Ann arrives at Chris' apartment and asks him about the razor and shower cap. Chris explains he shaves his legs with the razor for swimming, and the pink shower cap was a prize he won for swimming in a breast cancer awareness triathlon. Ann apologizes for suspecting him of cheating on her. Chris is confused because he says he broke up with Ann during their talk. However he was so nice about it and worded it so positively that she didn't even realize he was actually ending their relationship. Ann is humiliated and leaves. Leslie decides not to attend the commendation ceremony and goes back to Pawnee with Ann, cheering her up during the trip back home by telling her all the numerous embarrassing ways she had been dumped over the years. They go to the Snakehole Lounge and meet up with Ben, who's having a good time. Ann is embarrassed that Ben already knew that Chris had broken up with her. April and Andy meet up to compare how much free stuff each one got. They both then realize they should give it back. They put the money into the bartenders' tip jars.

Tom invites everyone to the Snakehole Lounge, where Dennis Feinstein will be introducing a new cologne. Ben, when invited, thanks them but says he won't be going. He moves from town to town so he never really gets to know people. Leslie tells Tom to bring Ben to the event.

April and Andy are discussing what they want to do tonight. April suggests they go to Tom's party. Andy is reluctant because he has no money, but April convinces him.

When Ann helps Leslie choose an outfit for the ceremony, she tells Leslie that she thinks Chris is cheating on her. She has no proof, but she says they had a good conversation before he left but then he started acting weird. Leslie offers to invite him to dinner with her and Ron and do some digging for information.

Tom convinces Ben to go to the party at the Snakehole Lounge.

Leslie and Ron go to Chris' apartment so they can bring him to the steak house. Leslie snoops around a bit and asks some questions to figure out if Chris is cheating on Ann. She finds a pink shower cap and a woman's razor. She calls Ann to tell her what she found. Ann says she's coming to Indianapolis.

Leslie and Ron head up to Indianapolis to receive a commendation at the Indiana Statehouse for reestablishing the Pawnee Harvest Festival, although Ron is only interested in eating at Charles Mulligan's Steak House, his favorite restaurant. Ann tells Leslie her last talk with Chris reassured her their relationship was fine, but he has been acting distant since then. She asks Leslie to look for signs of whether Chris is cheating on her since he has returned to Indianapolis.

Tom is attending a launch party for cologne maker Dennis Feinstein at the Snakehole Lounge, where Tom hopes to pitch his own cologne "Tommy Fresh" to him. Ben initially turns down the invitation because he does not want to get too attached to anybody, since his job will require him move soon. However, Ben relents when Tom invites him again at Leslie's urging (Ben also notes that "Dennis Feinstein" is an oddly ordinary name for a cologne designer, but Tom explains that Dennis' real name, "Dante Fiero", is considered less exotic here). Meanwhile, April and Andy are now dating, but Andy is worried he is too broke to take her out.

Leslie and Ron visit Chris' apartment, where Leslie discovers a woman's razor and a pink swimming cap in the bathroom. Upon hearing this, Ann decides to drive up to Indianapolis to confront Chris. To Ron's horror, Charles Mulligan's has been shut down by the health department, so Chris invites everyone back to his place for food. To Ron's further horror, Chris prepares vegetarian dishes, and Ron nearly passes out as he had been starving himself with the expectation of eating at Mulligan's. At the launch party, Tom approaches Dennis, who insults "Tommy Fresh" and quickly dismisses Tom. Ben cheers him up and tells him not to give up on his dreams, admitting that he considers Tom his friend. Ben is happy when it is apparent that the parks department feels the same way. Andy and April, who are both broke, hold a contest to see how much free stuff they can get at the party, earning $218 by posing as staff and accepting tips. However, they both feel guilty and give the money to the bartender.

Ann eventually shows up at Chris' apartment and lashes out at him, but he explains he shaves his legs with the razor for swimming, and the pink shower cap was for swimming in a breast cancer awareness triathlon. However, he tells Ann they broke up last week during their talk; Ann realizes that Chris was so positive in how he ended the relationship that she was totally oblivious to it. Leslie decides not to attend the commendation ceremony so she can drive Ann home that night, cheering her up during the trip by telling her all the numerous embarrassing ways she has been dumped over the years. They end up at the Snakehole Lounge for the party to rendezvous with everyone else. As they all leave the party, Ben helps Tom get revenge on Dennis by pouring the whole "Tommy Fresh" bottle all over the inside of Dennis' parked SUV. Meanwhile, a starving Ron goes to a diner and orders all of the eggs and bacon they have.
