Leslie is determined that teenager Greg Pikitis is not going to deface a statue in the park this Halloween like he does every year. She plots out all the possible ways he could commit his crime so she can prevent it.

Ann invites everyone in the Parks Department to her Halloween party; she tries to keep Tom from hearing about it but Jerry already told him.

Leslie pays Andy to guard the statue. Dave is on duty so he hangs out with her while she keeps an eye on Greg. Nothing is happening so they head to the Parks Department so Leslie can get her Halloween costume. They find the entire department has been [=TPed=] and vandalized. Leslie is sure it's Greg even though the building was locked.

Ann's party goes rather awkwardly as it mixes her work friends with her Parks friends. The party drags until Tom shows up with his wife Wendy. Tom puts on some music and sets up a dance floor and runs some drinking games.

Dave brings Greg in to talk with him, but Greg denies any wrongdoing. Andy shows up to help. He talks to Greg, who makes him cry. Greg's mom shows up and yells at Dave, Leslie, and Andy for the way they treated a sixteen-year-old, threatening to call their bosses and sue the city. Dave leaves to explain to his boss.

Andy helps Leslie clean up the Parks Department. They then decide to [=TP=] Greg's house. Dave shows up because a woman in the house called the police, and Leslie is horrified that they got the wrong house. However, it turns out that Greg hired someone to pose as his mom earlier, and this is really Greg's house and Greg's mom. Leslie knows where Greg is – at the statue.

They catch Greg in the act, and his mom yells at him. Leslie wants him taken in, but Dave refuses.

She tells him they head will soon be able to the Parks Department so divorce without raising any suspicions, unaware that Tom is visibly upset about it.

After watching Greg for hours,
Leslie can get her Halloween costume. and Dave decide to go to Ann's party.
