There's no indication that Logia users don't need to breath, at least when they're in solid human form.

the flying ark ''Maxim'' reaches the moon. While exploring his 'Fairy Varse', Eneru comes across a small creature lying in a hole and zaps it. The lightning revives the creature, 1st Lt. Spacey. With Eneru following, Spacey finds a battlefield where his fellow Spaceys lie defeated. Then a new figure appears, a fox-like alien space pirate. The space pirate defeats Spacey, then turns his attention to Eneru and gets defeated himself. A huge explosion in the distance draws Eneru's attention. Eneru is enraged; someone has destroyed his ark! The culprits are more space pirates, who are excavating the moon. As Eneru goes confront them, Lt. Spacey recalls his origins;

the Spaceys are robots built by Professor Tsukimi on Machine Island. At a moon watching party, an explosion on the moon shocked the professor so much that he choked on a dumpling and died. After the funeral, the Spaceys used baloons to fly to moon, hoping to avenge the professor. Instead they were defeated by the Space Pirates.

Eneru meanwhile successfully wipes out the Space Pirates. Towing his comrades behind, Lt. Spacey goes to thank him, but gets shocked by the trigger-happy Eneru. Eneru goes off to explore what the Space Pirates were digging up, and finds an abandoned underground city. He then fills it with lightning, but instead of destroying the city, the electricity flows through conduits where Spacey-like robots are being kept and are revived. Eneru finds himself surrounded by an army of Spaceys, (Including the four that were defeated) being thanked for reviving them. Studying wall paintings, Eneru learns that winged people used to rule the city before they left for the blue planet due to lack of resources.

Regardless, Eneru now has a new land to rule over, and an army to rule it with. The Eneru Army stands tall!
