Two South Beach policeman are killed outside of their jurisdiction by drug dealers. Their car is littered with Santeria paraphernalia. Castillo finds this very suspicious, especially after officers Tommy Solen and David Blakeney promise to wage war upon the drug dealers involved.
Castillo decides to consult with a priestess, Chata (Eartha Kitt), and finds out that the police are considered to be criminals by the perpetrators and the acts were one of righteous vengeance. Later, Castillo will consult with the drug dealers themselves who reveal that the officers kidnapped a local drug lord, named Victor Davilla,'s son and held him for ransom.
The attempt to bring in the dirty cops fails because the drug dealers are out for blood and Solen is killed alongside his wife. Blakeney goes on a rampage with his car and kills the people after him but is seriously injured in the process.
Meanwhile, Crockett has a comedy of errors with the attempt by the mayor's office to confiscate his Ferrari and resell it at auction. Izzy tries to help him get it back.
