When Ray is dispatched to give a presentation on personal safety (for which he is both personally unprepared for, and officially not allowed to go off the script for) Fraser ends up inspiring the elders to start their own Neighborhood Watch. Meanwhile, one of the victims has decided to take things into his own hands...
