I could be wrong, but maybe this does quality after all since arresting the wrong person still counts as police being completely useless. Plus, they are already complete idiots, thus they wouldn't have known anyway even if plankton himself wasn't even bothering to hide it.

I don’t think that's an example of the police being useless. Just… selective. Plus, how could they have known what Plankton did?
