** Just so you know: Ragou extorted an entire town into starvation via heavy taxes, and when the civilians couldn't pay up, he had their children kidnapped and fed to monsters. He also fired on his own ships for daring to try and bring food to the townsfolk. Cumore tricked dozens of peasants into working in brutal slave camps and later sent an incredible number of villagers into the desert on what is basically a suicide mission looking for a PhysicalGod. [[spoiler:Alexei]] is the worst of them, though. [[spoiler:He kills innocent Entelexeia to obtain the crystals they leave behind on their death, and at one point callously mocks the small size of one of the jewels left behind. He uses these crystals to force [[TheChick Estelle]] into becoming BrainwashedAndCrazy so that he can use her powers (which not only hurts her, but also threatens the ''entire world'' if used too often). He revived Schwann and Yeager from death using [[AppliedPhlebotinum heart blastia]] and forced them to become his slaves and even tried to destroy the CapitalCity of TheEmpire ''that he led''--an act which would kill tens if not hundreds of thousands--as a distraction. Do you hate this guy yet?]]

Looks like someone ignored the note about the Complete Monster thread. Sorry, but Mohs doesn\'t count.

* Grand Maestro Mohs from ''VideoGame/TalesOfTheAbyss'' is still pretty vile; he deliberately tries to engineer a genocidal war in order to fulfill a prophecy, [[spoiler:mentally manipulates Anise, an adolescent girl, by threatening the lives of her parents]], and is generally a huge asshole to Ion [[spoiler:up to and including forcing the poor kid to read the final Fonstone, a process so exhausting it kills him.]] In fact, the neural contamination effect of the Seventh Fonons in his body eventually causes him to transform into an insane, raving, vicious demon-like creature--and this is noted as being ''an improvement'' compared to his old personality! And to add insult to injury, [[spoiler:we're actually supposed to feel ''sorry'' for this bastard once he finally gets what he deserves]].

Mohs is NOT a Well Intentioned Extremist! He is a racist, genocidal monster who was willing to let the entire world burn just to give himself a LITTLE improvement

* VideoGame/TalesOfDestiny seemingly was devoid of unsympathetic villains (Hugo [[spoiler:was, in fact, mind controlled and loved his children very much]], Miktran/Kronos believed that the Aetherians are right, making him in line with Dhaos, until the remake retooled him into a CardCarryingVillain) until ''2'' introduced [[HeroKiller Barbatos Goetia]], a man so evil that, after his defeat by Dymlos, his name is removed from history altogether. After Elraine resurrected him, Barbatos happily became her [[TheDragon Dragon]] in order to mark his name in history (and be praised as a hero instead, as seen in an alternate timeline) and has no qualms about murders, be it for missions or for the heck of it. The first time we see him on-screen during the flashback, he crosses MoralEventHorizon big time by holding Loni hostage and forcing Stahn and Rutee to drop their weapons, and then proceeded to outright murder Stahn and crippled Rutee, ''all in front of young Kyle's eyes''. In the present, he also tried to kill other heroes like Philia and Garr/Woodrow just to eventually get himself marked in history. Looks fine, but when his method involves such brutality for the heck of it, he can't be a WellIntentionedExtremist, but a CompleteMonster who thinks [[ItsAllAboutMe It's All About Him]]. Though he's hilarious enough (with [[NorioWakamoto an epic voice to match]]) to double as an EnsembleDarkhorse.

** Kvar is noted in-game as having a reputation as "the cruelest of the Desian [[FiveBadBand Grand Cardinals]] and that really is saying something. He's basically a Josef Mengele {{Expy}} who tells [[WideEyedIdealist Lloyd]] that [[spoiler:he experimented on Lloyd's mother until she became a mindless monster, and in order to protect Lloyd from her Lloyd's father had to kill her himself]]. Talk about ItsPersonal.
** Rodyle continues Kvar's experiments after the latter dies, and if that's not bad enough he [[MoralEventHorizon drowned dozens of prisoners including children while the heroes could watch but not do anything about it, just to mess with them.]]
** Vharley is a stooge of Rodyle and a bastard in his own right. An Exsphere broker, what was his response when Regal denied him access to his Exsphere mine? He tortured and experimented on Regal's lover until she could do nothing but beg for death...and Vharley ensured that Regal would have to kill her with his own hands.

** There's also Saleh, who is an utter sadist who enjoys torturing people simply so he can watch them writhe in pain. He never gets any sort of FreudianExcuse, and seems to be roaming the world [[KickTheDog kicking puppies]] as much as possible simply because he ''enjoys'' it. However, unlike [[{{Gonk}} Tohma]], Saleh is [[DracoInLeatherPants fairly pretty]]...
** Both of them works for Zilva Madigan, who turns out to be just about as bad as Tohma, and she pretty much manipulated ''the whole Kingdom of Callegea'' in order to ensure that Gajuma reigns supreme and all Huma are eradicated. No, it's not because of FantasticRacism that she suffered, but because she just thinks that she and the Gajuma are superior, thus deserving to rule (basically a female Tohma). She manipulated the kidnapping of Huma girls to be switched with Agarte just so the latter can be with Milhaust, and thereby kickstarting the game's events, and later on, she possessed the body of Dr. Barrs to strike at Eugene, thereby framing him for exile and not only prevents him to advise Agarte further, but also set Barrs' daughter Annie into a path of vengeance and turn her into a Gajuma-hater. When both work out on it, and eventually confront and defeat Zilva, Annie nearly killed her only to back down just so [[IfYouKillHimYouWillBeJustLikeHim she doesn't become as bad as her]]. Zilva's response wasn't even gratitude, but openly declaring on how much family love ''disgusts'' her. Even Hilda had to admit that most of Tohma's atrocities rooted from Zilva.
* From ''VideoGame/TalesOfLegendia'' we have Vaclav, who commits mass genocide against another race and even [[ANaziByAnyOtherName does so by killing them in experimentation prisons]], and Jay's abusive surrogate father Solon, who blackmails Jay into helping him by threatening to kill Jay's other, ''better'' surrogate family, the Orrosoren.
* VideoGame/TalesOfPhantasia has Mars. In search for MacGuffin to wake up [[BigBad Dhaos]], he is willing order his men to destroy everything and every life in Toltus, include the very young sister of Chester and Cress's ill mother. They also abduct Adnade family and kill Mint's mother. Not that Mars is important to the story, since [[EvilIsNotAToy he is killed off the very moment Dhaos is resurrected.]]
* TalesOfDestiny seemingly was devoid of unsympathetic villains (Hugo [[spoiler:is in fact mind controlled and loved his children very much]], Miktran/Kronos believed that the Aetherians are right, making him in line with Dhaos, until the remake retooled him into a CardCarryingVillain). * TalesOfPhantasia has Mars. In search for MacGuffin to wake up [[BigBad Dhaos]], he is willing order his men to destroy everything and every life in Toltus, include the very young sister of Chester and Vress's ill mother. They also abduct Adnade family and kill Mint's mother. Not that Mars is important to the story, since [[EvilIsNotAToy he is killed off the very moment Dhaos is resurrected.]]

* Tohma from ''TalesOfRebirth'' also counts. A sadistic Gajuma/beastman with extreme hate for the other races for no good reason other than 'racist superiority thought' may not be calling it, but the main kicker is how he sadistically and gleefully manipulated the life of [[TheWoobie Hilda Rhambling]]. The amount of him [[KickTheDog kicking her]] is really depraved.

There\'s nothing well intentioned about him. He\'s a selfish asshole who ruined a young girl\'s life and caused the deaths of two other CHILDREN, all in a selfish bid to empower his nation.

* It seems that even ''Tales'' fandom is also big on having evil characters if the fangames are anything to go by. ''Tales of a Twist'', a parody of ''Symphonia'', gave ''the protagonists'' elements of this trope. Colette in particular is noted to delight in watching the suffering of people relatively early on.
