The two people who ''can't'' are Juiz and Victor, the founders and former leaders of the Union. This is because part of what helps Fuuko, and later [[spoiler:Haruka and Top]], to understand Soul Power is learning to commune with the past users of their respective powers, but Juiz and Victor were first generation Negators who, for all the time they had from [[spoiler:repeating and living through the {{Eternal Recurrence}}s, respectively]], never ''had'' predecessors to learn from.
