Also, since Johto Red has been removed before, this is a counterargument that someone mentioned in the edit history of Pokemon Red and Blue's character page: "Lance is not a Disc One Final Boss—the Kanto region of Pokemon Gold and Silver is a post-game victory lap, not the Disc Two equivalent of the main story." The method to fighting Red isn't necessarily "obscure", but collecting all of the Kanto Badges can still be seen as a "unlock requirement".

The fact that the player can only access Mt. Silver after obtaining all 16 Badges should be an indication that something is up there, and Red's exploits are constantly mentioned throughout the game. It wouldn't really make sense to assume Blue is the Final Boss in any of the Johto games, either. In Gen 2, he's not even required to be faced last, while in Gen 4, Professor Oak calls the player after they leave Viridian Gym.
