Yeah, it's that bad. Crime is virtually non-existent, with the few incidents that do happen being hidden from the public [[spoiler:until Episode 14]]. This is because almost everyone does whatever the Sibyl System, a judicial supercomputer [[spoiler:powered by "well-intentioned" sociopathic brains]] decides that they should. Almost everything about someone's life, from their career path to their relationships to even their hobbies, is pre-determined by the Sibyl System. Worse than that, most people in Japan don't know about the outside world, nor can they leave it, and everything, up to and including the flow of information, is tightly controlled (it's a rarity for people to even know about Creator/WilliamShakespeare, and jobs like journalism and writing have practically disappeared).
