**Somewhat justified in that OnePiece has actual giants running around. Presumably the unusually large characters have some giant somewhere in their ancestry. Or Oda has a really bad sense of scale.
***I think he said that some humans randomly turn out to be absolutely humongous, such as the case with Whitebeard. So a lot of the giant humans are like that. It appears that even giants can grow humongous for their species, such is the case of Oars and Oars Jr., who absolutely dwarf other giants.
