This last part only applies when the body part that's bleeding is still otherwise intact. If part of a limb has been completely severed off, a tourniquet is actually the first thing you should do.

She hangs onto said bandage as a token to remember him by after he dies and eventually uses it on a wound Umino gets whilst trying to defend her to show she's moved on emotionally from Nephrite's death.
