**During the Great Crusade, the Space Marines were organized into the much larger Space Marine Legions, each comprised of 10,000 to 250,000 Marines. Unlike the elite strike teams they are known as today, the Legions were instead the Imperium's frontline fighters, ensuring no enemy could withstand their might. Particularly the High Elves, who have unquestionably the best units for each tier across the entire range: Take Lindar Guards for one example, Rivendell's offering for the cheap-as-chips tier 1 town guard/militia unit. Compared to Gondor Infantry sitting a ''full tier above them'', they have near-parity for attack, defence and armour, while being faster on foot and having better morale too! That's just the low-tier stuff; Mithlond Nobles are unbreakable heavy infantry with gigantic stats who can solo anything in the game short of monstrous creatures and some of the strongest characters, and their Gil-galad Company archers have the best accuracy of any ranged unit in the game and an effective range exceeding the ''artillery'' from the vanilla game. As it turns out, [[CantArgueWithElves living such a long time gives you plenty of time to practice]]. This is countered by their units being incredibly expensive to train and maintain, and if you lose Rivendell or Mithlond then your recruitment base will be crippled until you can get these elven bases of power back. And their heavy and archer cavalry, while still really powerful, are still eclipsed by some of [[BornInTheSaddle Rohan and Khand's]] top tier offerings (the counter being that these two factions are cavalry specialists with fairly mediocre infantry options).

The Wehrmacht wasn't small and had some crappy units (my grandfather was in one such). Ditto the Waffen SS, the "all elite" is a myth.
