The Sultan is aware of this but he refuses to do so since he can't bear the thought of forcing Jasmine to marry someone she hates. He shows that he loves her daughter and is far more concerned with her happiness than for any financial or political alliance. He has no issue with her marrying a commoner who would bring no such benefits.
