** Neither Kerrigan nor Raynor wanted to destroy all of the Dominion, just kill Arcturus, this is more evident in the last missions of Heart of the Swarm campaign, when Kerrigan delays her invasion of Korhal at request of Valerian so he and his people can evacuate the civilians.

Why didn't Raynor or Kerrigan think to do that before? Horner would certainly know of them and he would've gotten Colonel Orlan to hack the Dominion network and get the classified coordinates to where they're dry docked. Kerrigan first hand knows how dangerous they are as they would turn the tide of battle against the Swarm, and she certainly would have her ways of figuring out where they originated. If Raynor did it, it would've demoralized the Dominion and also inspire people to rise up, or if Kerrigan did it, it would've hampered Mengsk's ability to combat the Swarm in case he ever thinks about using them during her invasion of Korhal.
