His position is less stable, and the Dominion military took a lot of losses against the zerg invasions and Golden Armada, making the remaining gorgons more important to the military that does exist. Valerians may also have had more gorgon's guilt after the conflicts, leading to the same effect, which would explain why they weren't used as much in the earlier campaigns. (Maybe they were unusually useful against the golden armada after some success on Char.)

So Kerrigan or Raynor would have nothing to attack, but Davis would.

** Neither Kerrigan nor Raynor wanted to destroy all of the Dominion, just kill Arcturus, this is more evident in the last missions of Heart of the Swarm campaign, when Kerrigan delays her invasion of Korhal at request of Valerian so he and his people can evacuate the civilians.

*** Davis as a general would have an easier time getting into and taking over the base, Raynor and Kerrigan would see it as a well defended area that wasn't worth attacking. (Odin on Korhal has a big media payoff that gorgons don't.) Raynor or Kerrigan could find out it exists, but might not be able to sneak in or position forces as an actual Dominion general could.

[[spoiler: Alarak already showed in ''Legacy of the Void'' that he starts respecting, at least begrudgingly, those that prove they can kick ass and take names, such as Artanis.]]

* So, [[spoiler:Davis]] decides to cripple the Dominion destroying the Gorgon battlecruisers. If that's true, then the same would've also held for Arcturus' reign as well. Why didn't Raynor or Kerrigan think to do that before? Horner would certainly know of them and he would've gotten Colonel Orlan to hack the Dominion network and get the classified coordinates to where they're dry docked. Kerrigan first hand knows how dangerous they are as they would turn the tide of battle against the Swarm, and she certainly would have her ways of figuring out where they originated. If Raynor did it, it would've demoralized the Dominion and also inspire people to rise up, or if Kerrigan did it, it would've hampered Mengsk's ability to combat the Swarm in case he ever thinks about using them during her invasion of Korhal.
