His one act of mercy was taking in Quasimodo, but that was after killing Quasimodo's mother and being forced to adopt the child as penance by the archdeacon of Notre Dame. Even then, Frollo is a massive {{Hypocrite}} that's HidingBehindReligion to justify his own fears and paranoia, locks Quasimodo in the bell tower and intends to keep him there his entire life, kills countless people, burns down all of Paris, and [[NeverMyFault blames everyone but himself for his own failings]]. All of this is done with the intention of making the audience see Frollo as despicable so that they can cheer when he fails.%%The subject on hand is controversial in this trope.
