Thing is: it does not really need to. The Clearing Eyes only amassed the extra power to stand up to a full medusa Marry once it killed the whole Mekakushi Dan. Since Ayano chose to stay in the Kagerou Daze in subsequent iterations, Marry can no longer be a full medusa which is required to fulfill his master's wishes, so it just needed to get Marry enough snakes to open the Kagerou Daze and create a new world by killing the other snake holders, who cannot match Konoha conventionally.

Well, I felt it would be sort of OOC for Kido to do something so insensitive like that while knowing this fact about Kano. While speculative, maybe Kido doesn't really know that much of Kano's past. ** In the latest novel, we learn that pain shuts off Kano's ability. It's possible that either A; Kido purposely hits him a lot to make sure he doesn't over use his eye power, or B; Kano purposely provokes her into hitting him as a way of policing himself.
