Since his SuperEmpowering requires him to converse with his victims and get them to agree to become his minions, he most likely does it to prevent anyone from recognizing him by his normal voice. ** In "Sandboy", Cat Noir's nightmare made real of a Ladybug who hates him and tries to kill him has a far deeper and more growly voice than the genuine article.
* Subverted by King Nixel in ''WesternAnimation/{{Mixels}}''. He has a deep and threatening voice...when he's in his battle armor. Strip that away, along with his voice-changing mustache, and he has a voice that's just as high pitched-and whiny as his minions, who he matches in size.
* Latanya Hippo from ''WesternAnimation/MyGymPartnersAMonkey'' may not be evil but she does talk in a deep, scary demonic voice especially when she is angry. It was later revealed that she's an alien named Hipeon in drag.

Interestingly enough, PJ didn't ''always'' have a high voice -- [[CharacterizationMarchesOn in his prototype]] EnfantTerrible form, his voice was far too low to make sense for a child his age, making him an example too.
* In the early ''ComicStrip/{{Popeye}}'' shorts, Bluto's voice was baritone. Especially notable if he were being played by Gus Wickie.
* Inverted with the villainous HIM from ''WesternAnimation/ThePowerpuffGirls'', who normally speaks in a creepy falsetto voice. But when he gets serious/angry/just wants to be extra dramatic, his voice goes from high-pitched to really deep and growly.
* Aku, nemesis of ''WesternAnimation/SamuraiJack''. As his voice actor {{Creator/Mako}} once put it, "Evil comes from the ''belly''."
* Heihu, the demonic BigBad of ''WesternAnimation/ShaolinWuzang'', even though he's [[DemonicPossession possessing]] a woman's body.
* In ''WesternAnimation/SheRaAndThePrincessesOfPower'', Hordak has a fairly deep and intimidating baritone, courtesy of Keston John. Shadow Weaver also has a silky alto voice, courtesy of Lorraine Toussaint.
* Sideshow Bob from ''WesternAnimation/TheSimpsons''. Creator/KelseyGrammer gives him a chilling deep voice, which makes it all the more appropriate for Bob.
* In the same vein as Dr. Claw, there's Dr. Robotnik in ''WesternAnimation/SonicTheHedgehogSatAM''. Easily the most intimidating incarnation of the character, his dramatically reverberating voice usually stayed at the level of a whisper (at least in the first season), but its menacingly low tones are among the most memorable aspects of the series.
* Even though he's very small, Plankton of ''WesternAnimation/SpongeBobSquarePants'' has a very deep baritone voice.
* ''WesternAnimation/StarTrekLowerDecks'': In "Terminal Provocations", Badgey's voice drops a couple of octaves when he says "hurt you" to Rutherford.
* [[DarkActionGirl Asajj Ventress]] from ''WesternAnimation/StarWarsCloneWars'' has a deep, gravelly voice.
* ''WesternAnimation/{{Superfriends}}'': Darkseid has a deep, rough voice, courtesy of Frank Welker.
* In ''WesternAnimation/TeenageMutantNinjaTurtles2003'', the Shredder has a nice deep voice with a Japanese accent, which, while wearing his armor, sounds like it echoes robotically. [[BlobMonster Sh'Okanabo's]] voice in Fast Forward, of course, is surprisingly deeper than that of the Shredder. It even has an almost alien-like echo added to it (which is no surprise as Black Doom from ''VideoGame/ShadowTheHedgehog'' [[Creator/SeanSchemmel sounds exactly like him]]).
** [[SmugSnake Darius Dun]] has a nice deep voice as well, complete with a British accent.
** The Shredder's baritone was retained in the [[WesternAnimation/TeenageMutantNinjaTurtles2012 2012 series]], courtesy of Creator/KevinMichaelRichardson.
* When [[{{Satan}} Trigon]], the main villain of the fourth season of ''WesternAnimation/TeenTitans'', had to be even more evil and threatening than [[BigBad Slade]], the creators decided that he also had to have an even deeper voice than Slade's already quite deep CreepyMonotone.
* Darkseid's example is famous enough to be outright parodied on ''WesternAnimation/TeenTitansGo'': when he first appears, he has a deep, echoing, [[GutturalGrowler gravelly]] voice that leaves the Titans quaking in fear...until Starfire offers him a lozenge for his sore throat. He immediately turns into ''[[spoiler: Music/WeirdAlYankovic]]'', at which point none of the Titans can take him seriously anymore.
* [[BigBad Mumm-Ra]] of the ''WesternAnimation/ThunderCats''.
* When not pretending to be Mike, his evil personality, Mal, in ''WesternAnimation/TotalDrama All-Stars'' speaks with the VoiceOfTheLegion (complete with reverb, sometimes).
* ''Franchise/{{Transformers}}'':
** ''WesternAnimation/TheTransformers'' averted it with Megatron and Starscream both having very high, whiny voices (Starscream's being much higher than Megatron's). In fact, there were a number of Decepticons with high-pitched voices, while others had particularly deep voices, such as Thundercracker (deep but somewhat "normal" otherwise), Dirge (very deep and droning, befitting his name), and Motormaster (gravelly with an undercurrent of rage).
** In ''WesternAnimation/TheTransformersTheMovie'', Unicron played it very straight, with his voice about as deep as you can get. Galvatron's voice in the movie was also much deeper than Megatron's (switching from Creator/FrankWelker to Creator/LeonardNimoy), though it was subverted with Galvatron post-movie as he spent months in a pool of plasma going insane, and his voice (again provided by Welker) is actually higher-pitched than Megatron's. In both TheMovie and post-movie episodes, Cyclonus and Scourge have deep voices as well.
** Inverted in G1 in that some of the Autobots are known for their deep voices, particularly [[BigGood Optimus Prime]] and [[TheChosenOne Rodimus Prime]], both of whom have deeper voices than their pre-Prime identities of Orion Pax and Hot Rod.
** ''WesternAnimation/BeastWars'' Megatron features a rich, deep vocal performance courtesy of Creator/DavidKaye, ''yessss''. Kaye used the same voice for Anime/UnicronTrilogy Megatron, but without BW Megatron's VerbalTic.
** ''WesternAnimation/TransformersAnimated'' Megatron dives into the UncannyValley with how deep and almost artificial-sounding his voice is. His most loyal servant Lugnut also has a deep voice, and [[NoIndoorVoice wants you to know it]]. Starscream is still high and scratchy despite being a bigger threat to more people than before. [[PsychoForHire Lockdown]] has Creator/LanceHenriksen[='s=] voice, and it wouldn't be surprising if he [[CreepySouvenir actually took it from Lance Henriksen.]]
** [[Film/{{Transformers}} The live-action movie]] played it straight by making Megatron's voice very deep as well as Barricade's. Movie Starscream is the first incarnation of 'Screamer to have a very deep voice as well -- though ''ever so slightly'' higher than the others.
*** Galvatron's voice in [[Film/TransformersAgeOfExtinction the fourth movie]] was Frank Welker, and the performance has been noted for its similarity to the voice he used for Megatron in ''Transformers: Prime'' (see below).
** Welker's performance as Megatron in ''WesternAnimation/TransformersPrime'' is nothing like his G1 voice, much deeper and subdued, and [[VocalEvolution much more intimidating as a result.]]
*** Most of the Decepticons from ''Prime'' have some very deep voices, in fact. Dreadwing and Shockwave are perhaps the deepest, but even ''[[AgentPeacock Knock Out]]'' has a deep voice! Starscream's voice is still higher-pitched, but less so than in G1 or ''Animated'', particularly on those rare occasions when he's not panicking or groveling. The Predacons also have deep voices, especially Predaking when he reveals his voice.
*** As is traditional, the ''Prime'' portrayal of Unicron also possesses a deep, imposing voice... In fact, this portrayal of Unicron gets the type of voice typically used for {{God}}, which is somewhat unsettling.
** ''WesternAnimation/TransformersRobotsInDisguise'' also has a number of Decepticons with deep voices, including the suave baritone of [[BigBad Steeljaw]] and the gruff [[BrooklynRage New York accent]] of Thunderhoof. Special mention goes to Megatronus, who sounds like they're trying to conceal his voice actor's identity.
* Whenever [[WesternAnimation/WanderOverYonder Lord Dominator]] is fully wearing her armor, her voice turns low and growly, courtesy of Creator/FredTatasciore.
* ComicBook/VandalSavage, BigBad (or at least the founder of the group that collectively forms the BigBad) of the first season of ''WesternAnimation/YoungJustice'' has a very deep, growling voice.
** Black Beetle from the second season has an even deeper voice (and that's [[Creator/KevinGrevioux his voice actor]]'s actual voice), as does Mongul, who is voiced by Creator/KeithDavid.
* ''WesternAnimation/{{Zeroman}}'': The Castrato's voice drops multiple octaves once he gets the Zero Suit. [[spoiler:It returns to normal after he gets [[GroinAttack hit in the crotch]] with a shoe.]]
