-> The bearer of the Heavenly Gun, from the Divine Family Amenomori. After hearing word of her friends having trouble in Shimogamo, she comes there herself, convinced she has to save them.

-> The heir of the Amezawa family since the assassination of her father, the Second Rex. She knows more than she says about the problems Saki, Youha and Hanae encounter with their spirits, and doesn't seem to have any problem herself. In fact, she is cooperating with the spirit in her shield, Melantha.

* DeathSeeker: She so intensely dislikes her condition she intends to die at Heaven's Gate, but not before [[KillEmAll eradicating the other spirits]]. She ditches this trait when she gets freed.

-> One of the Shuunen Clan's most dignified soldiers, due to the fact that she helped at the Yogotsuban War. She is actually shy behind her hyperactive exterior. She is looking for an easy way past it, until that she obeys her orders quietly.

-> An Inner Police Member of the Shuunen Clan, she is a close friend of Shinobu from their Academy years, although their respective positions brought each to take the other as an enemy. She is in a deep conflict of interests, but still intends to do her duty and shut down the Rebellion.

-> A Ratio Investigation Major, he's late to Shimogamo, coming after Akita's first attack. Strange and strong, he doesn't seem to be the type to simply follow orders, and is widely mistrusted by his own allies, especially the Divines.

-> A new Justicar Private under the cover name Mamoru Kanaya, he joined Touko because of his own grudge against the Cutting Edge Company: he is the one whom Tan was cloned from because of his powerful fire magic, and had to lay low because he couldn't do much alone, and he couldn't ask for help from the Ratio himself, because he fought for Yogotsuba during the War.

-> A bitter enemy of Edge's, this nine-tailed fox-hybrid woman is the head District Nine's Runebearer Branch and their best magicrafter, even though she tends to disregard that in favor of pure science. Hearing of Edge's presence in Shimogamo, she steps up to finally bring him down.

-> Mika's clone she made out of Touko. The genetic treatment mixed her hair and eye colors, both adopting a color between lime and lemon. She also has PointyEars, making her look like an elf, a trait she holds great pride in.

-> A Yogotsuban boy that engaged in C-Volution's Battlecast squads to change orders for good, he is convinced that the Yogotsuba Union didn't do things right and that a complete overthrow is necessary to end the Ratio. He has had a complicated rivalry with Kayana for around a year.

-> Yeong-Su's rival from before the War, and a member of the Cutting Edge Company. Calm and analytic, he is intrigued by Yeong-Su's sudden reappearance with the Ratio, and goes to Homasubi to see things by himself and act.

-> A top member of the Battlecast, he is a very zealous individual. His LargeHam tendencies appeal to C-Volution soldiers who see him as a natural leader. Unbeknownst to most of them, he is also known as A-Roy, one of the four heads of the organization.

-> The holder of the Divine Bow, from the Amehara Divine Family. She is actually very oblivious to the events happening: the danger from her is the spirit hidden in her bow, Dorothea, that intends to reunite the fragments of the XEH Drive (that are in the Heavenly Weapons) and melt them back together via her soul-absorbing powers and the nature of Heaven's Gate.

* TimeToUnlockMoreTruePotential: When she loses, she still rewards the Heavengirls due to her wish to live for real having succeeded. She can do without the infinite power: she has enough.

-> The new head of the Divines, her immense magical power earned her the title of Heaven's Heir. Hearing about the Heavengirls meeting at Heaven's Gate, she comes back to her domain to put an end to their recent messing around.

-> Another stolen Ratio reject, she was taken away from her test tube by the Nemesis. Unlike Hetha, she is more than willing to take the actions Alex and Gil deem necessary to take down C-Volution, as she was stuck in her comatose because of them.

-> A new clone Mika made, she was retrieved by the Justicars after their raid of the Cutting Edge Company during ''3''. Due to having barely been finished, she lacks the extreme selfishness of the Cutting Edge's members, though she retains their impulsiveness and lack of restraints.

-> A former member of the Cutting Edge Prime Shield, she defected due to being increasingly annoyed at getting none of the credit for anything she helped to do. She turns to the QMR, but ends up joining the Rebellion quickly after being widely disregarded by the Shuunen Clan.

-> Another former member of the Cutting Edge Prime Shield. She is notably devoid of emotions (or so she claims) and acts with mechanical efficiency. She aims to counter Yukari's joining the QMR by allying herself with their strongest enemies, District Nine, despite having the same issues with Mika.

-> District Nine's founder, he comes back from decades of hidden hermitage after hearing of Sadamu, and takes back control of the Crimson Elite and the whole of the organization. Noticing the time was good for stepping up, he takes District Nine's rivalry with the Ratio to another level.

-> The leader of the Cutting Edge Company, she is a very skilled biologist, but also an extremely selfish individual. She has gathered an extreme amount of knowledge to satisfy her interests, and had made an army of super-clones to eventually TakeOverTheWorld. After their defection, Mika goes into the fray herself, as the agitation is her best chance to achieve her primary objective.

-> The head of C-Volution's Augment Branch, she is a no-nonsense scientist known as D-Von. Despite her status as a researcher, she is actually also a competent solo operator, able to use the products of her research to the fullest. With C-Volution encountering mass desertions along with another QMR Branch being destroyed, she is prompted to take action with the other heads of the organization.

-> Chief of C-Volution's Battlecast troops, he is also the organization's most respected soldier and commander under his code name B-Ray. He is known by many organizations, having single-handedly fought off small squads of every one of them. Being on the scene of the last QMR Branch destruction, he takes control there, waiting for the rest of C-Volution's heads to make a move.

-> The founder and director of C-Volution, he was forced into the early stages of the Yogotsuban War by the SMR. Traumatized, he called it quits with them, killing the Second Rex by himself with a weapon he asked for from District Nine. Founding C-Volution with his friends, he took on the nickname C-Jay and worked his way to making it a structured organization, in the ultimate aim to end the now-Ratio's regime. He stole everything he needed from the QMR and had deals with District Nine, eventually taking over destroyed towns for a while. With the last Ratio Branch being destroyed, he prepares to hold his control of the town and confront the QMR for real.

Much energy was spent to try and stop the machines, helped by the invention of Magitek weapons. After months of struggling, magicians with supposed divine ancestry ended a miraculous breakthrough and managed to shut the device down, keeping its shattered remains so that it never finds any use ever again.\\

-> A zealous Yogotsuban warrior, who suffered severe injuries during the Yogotsuban War. She ran with one leg and one arm back to the District Nine lab where she got her sword to give it back, but her will shocked the man she was talking to, and District Nine offered her a job in their ranks. Reborn after an operation that made her essentially a cyborg, she disobeyed a direct order at the first occasion she had to engage Ratio troops, but suffered once again a humiliating defeat. After her recovery, she grew more careful, but bitter at the Ratio. This made her an ideal pick for District Nine to send to Homasubi when rumors of the Yogotsuban attack emerged.

-> A scientist, head of District Nine's Crimson Elite, he's a renowned ArmsDealer, and one of the organization's most influential persons. He has taken full profit from the latest wars as he made a good portion of the weapons used against the Ratio. Proud and rich but arrogant, he comes to Homasubi to settle a last few scores and deals.

* KickTheDog: Most characters get a friendly warm-up for Stage 1. What does ''he'' do? He bullies Hetha [[ItAmusedMe for the heck of it]].

-> Born in a "New-American" family, Alex upholds the values of the country dear. Enrolled in the then-little-group C-Volution after losing the Yogotsuban War, Alex helped take over Kagomori after the Yogotsuban attack, but after getting sent away by the re-established QMR, he is on his next mission: prepare C-Volution's Homasubi takeover.

-> A C-Volution Battlecast agent already present in Homasubi. He's actually a former QMR private, but betrayed them after his would-be death. Warned by his superior of the arrival of Alex Cage, he feels ready to have his own personal vengeance against the QMR.

-> A girl from the now-defunct Divine Family Amenoyama, Youha is a dangerous bounty-hunter with very strict turf policies: she lets the thugs in her turf get high bounties, and then she catches them to reap the rewards before setting her turf somewhere else. Predicting Akita's attack on Homasubi weeks in advance, Youha set her turf back in her hometown.

-> The QMR's war hero. Promoted early to end the Yogotsuban War, he led the troops zealously to a fast success, always charging first and spreading panic in the Yogotsuban forces. His attitude got him more credit out of it than he deserved, earning him a promotion to the rank of General despite his being more comfortable in battle. He has been sent in Homasubi as soon as the QMR Kagomori Branch exploded, as the best soldier to protect the greatest symbol of the QMR's dominance.

-> A homeless Yogotsuban girl that lost everything during the war, wandering the world and living from panhandling and minor thefts. Reaching Homasubi after Akita's attack, she finds him and joins forces with him.

-> A District Nine gunman, he's sent to Homasubi to reinforce District Nine's presence in Homasubi after the Yogotsuban attack, in order to take it over whenever possible. His secondary mission is to check up on Hetha, who has severed all connections.

-> One of District Nine's head scientists, he is coming to Homasubi to personally help to fight off the QMR if it becomes necessary. Behind his mission, his actual reason for being here is a personal score to settle with someone from the Ratio.

-> The leader of the Cutting Edge Company's Prime Shield. He's much more competent than his little boy frame and his easygoing attitude let on. His presence in Homasubi means bad news, as it implies the Cutting Edge's Leader has business there.

-> The bearer of the Heavenly Gun, from the Divine Family Amenomori. After hearing word of her friends having trouble in Homasubi, she comes there herself, convinced she has to save them.

-> A Ratio Investigation Major, he's late to Homasubi, coming after Akita's first attack. Strange and strong, he doesn't seem to be the type to simply follow orders, and is widely mistrusted by his own allies, especially the Divines.

* FinalBoss: Of the whole series, actually.

-> A new Justicar Private under the cover name Mamoru Kanaya, he joined Touko because of his own grudge against the Cutting Edge Company: he is the one whom Tan was cloned from because of his powerful fire magic, and had to lay low because he wouldn't do much alone, and he couldn't ask for help from the Ratio himself, because he fought for Yogotsuba during the War.

-> A bitter enemy of Edge's, this nine-tailed fox-hybrid woman is the head District Nine's Runebearer Branch and their best magicrafter, even though she tends to disregard that in favor of pure science. Hearing of Edge's presence in Homasubi, she steps up to finally bring him down.

* CodeName: Inverted, he uses his real name while leading his soldiers, few if any of them knowing that he actually is A-Roy, one of their head figures.
* CrazyEnoughToWork: He's the one who forced C-Volution to come to light by taking over Kagomori's crumbled QMR branch.

-> The holder of the Divine Bow, from the Amehara Divine Family. She is actually very oblivious to the events happening: the danger from her is the spirit hidden in her bow, Dorothea, that intends to reunite the fragments of the XEH Drive (that are in the Heavenly Weapons) and melt them back together via her soul-absorbing powers.

* TimeToUnlockMoreTruePotential: When she loses, she still rewards the Heavengirls due to her wish to live by herself having succeeded. She can do without the infinite power: she has enough.

-> The next head of the Divines, her immense magical power earned her the title of Heaven's Heir. Hearing about the Heavengirls meeting at Heaven's Gate, she comes back to her domain to put an end to their recent messing around.

-> Chief of C-Volution's Battlecast troops, he is also the organization's most respected soldier and commander under his code name B-Ray. He is known by many organizations, having single-handedly fought off small squads of every other organization. Being on the scene of the last QMR Branch destruction, he takes control there, waiting for the rest of C-Volution's heads to make a move.

-> A girl that recently escaped from the QMR Engineers Laboratory in Homasubi. Sure that she is the reincarnation of the XEH Drive itself, Edge kidnapped her to test her in the Academy, and held her in a test tube to start Experiment Infinity when she refused to join him. Finally getting away after three years of captivity, she re-joins her friends in the Rebellion under the name Towa Suu to finally bring Edge down.

* PersonOfMassDestruction: She has the XEH Drive's power within her. Keep in mind that the XEH Drive caused the entire New Earth surface to be uninhabitable.

-> The heir of the Amezawa family since her father, the Second Rex, died. She knows more than she says about the problems Saki, Youha and Hanae encounter with their spirits, and doesn't seem to have any problem herself. In fact, she is cooperating with the spirit in her shield, Melantha.

-> Yeong-Su's rival from before the War, and a member of C-Volution's Augment. Calm and analytic, he is intrigued by Yeong-Su's sudden reappearance with the Ratio, and obtains a mission in Homasubi to see things by himself and act.

-> One of the Shuunen Clan's most dignified soldiers, due to the fact that she helped at the Yogotsuban War. She is actually very shy behind her hyperactive exterior. She is looking for an easy way past it, until that she obeys her orders quietly.

-> An Inner Police Member of the Shuunen Clan, she is a friend of Shinobu from the Academy, although their respective positions brought each to take the other as an enemy. She is in a deep conflict of interests, but still intends to do her duty: shut down the Rebellion.
