Once a World War 2 biological warfare researcher named Kondo who developed a mutating serum that he refused to use as a weapon, so the Imperial Army used it on him, turning Kondo into Tsuchikera and forcing him to hide in a lake with only his friend Hirano and daughter Chei as company. Things got worse after Chei was killed in a bombing raid, and moreso in the present when Tsuchikera is mutated by radioactive leakage from the same nuclear testing that had wounded Tigris.

The hero of the series, Ultraman Gaia is the third of the 90s wave of Ultraman heroes, but goes in a different direction from all others. Whereas most Ultra heroes are aliens, Gaia is the embodiment of the Earth itself, willed into existence to protect the planet from the Root of Destruction. He also has no time limit nor does he require sunlight, instead drawing his power from the Earth's energies. Ultraman Gaia has also gone on to make appearances in other series.
