Definitely not an In Universe example.

** From a purely technical point of view, Frollo is right to retort to Phoebus' refusal to burn innocents to death, since Phoebus, as a soldier, was trained to follow orders. While Frollo exemplifies why absolute power can upset any balance, it is true that by becoming a professional soldier (especially during that time) one had to know that orders are to be followed blindly, and if one had such strong moral qualms he should have considered how much they would be put to the test before joining the army, and either put them aside or chosen another career.

Added DiffLines:

* DisproportionateRetribution: He tried to drown Quasimodo when he was a baby. Why? Because he found him ugly.

*PureIsNotGood: Frollo is correct when he claims to be purer than the common crowd. He's just wrong about the quality of said purity, since he is driven by pure zealotry and corruption.

* {{Pyromaniac}}: He exhibits pyromaniac tendencies -- including a number of references to the fiery pit of Hell -- and is often preoccupied with burning down buildings as part of his obsession over Esmeralda.

Ironically enough, this is [[HoistByHisOwnPetard a contributing factor to his own downfall]] (no pun intended).

Not notable unless emphasized. Frollo also isn't a coward—while he fears God, his actions are fueled entirely by hatred, and he's mostly depicted as defiant.

* DirtyCoward: It's ''highly'' evident that he's only using his HolierThanThou tendencies so that he himself could not be persecuted by anyone for his bad deeds throughout his appearance, most '''''especially''''' God himself.

* WouldHitAGirl:
** He kicked Quasimodo's mother to death with no remorse whatsoever in the beginning of the movie.
** He later attempted to end Esmeralda's life by first burning her, which failed (though, it briefly left her unconscious due to the scathing ashes), and then attacking her with a sword.

* HighCollarOfDoom: Not for his usual robes, but the tunic he wears (as shown in this page's image) has a squarish collar that comes up to an inch or so below his chin.

** Additionally, the irony in his death stretches further as it is caused by '''heat''', something that he used to try to kill Esmeralda ''and'' burn the entirety of Paris with (including the namesake Notre Dame).

* DevilInPlainSight: An ironic example, since he himself ''[[BelievingInTheirOwnLies believes]]'' that he deserves to be seen as being "praiseworthy" by God just for being devoted to the Lord.
