While Jasper was tortured and impaled he was crossing over to Mountain Man territory, territory that had lead to retaliations against Grounders when messed with. While the 100 do not know that , ignorance of the law is no excuse comes into play here. Also things did no accelerate UNTIL after the 100 burned down a Grounder village. They didn’t mean too but the Grounder way of life is blood will have blood. Basically , a bunch of strangers showed up . Trespassed into their land and dangerous territory willy nilly . Then burned down one of their villages with people inside. Then when the Grounders finally decide to talk to these intruders in a peace conference, who threaten them as per Clarke. The intruders start shooting at them. So basically the war was started by the Sky people for intruding into land that was not theirs, burning down a settlement killing Grounders , threatening one of their leaders at a peace talk and shooting first
