* VillainForgotToLevelGrind: After being defeated in Season 1. The Turtles keep getting stronger, to the extent that Leo is able to easily kick his ass ''by himself'' in Season 6, and in ''Turtles Forever'', the Turtles are able to defeat him in a straight fight within a few short seconds. Thus, Shredder usually resorts to such things as pointing his army and elite henchmen at the Turtles, or using specialized technology like more powerful suits of armor to get the upper hand. Partially justified during the first three seasons in that although Shredder hates the Turtles, his first goal above all else is finding a way to escape Earth and get revenge on the Utroms. It's played completely straight and justified by the time of ''Turtles Forever'' because by that point, the Turtles had gotten much more experience battling the Demon Shredder, fighting their way through the future, traveling through cyber-space, and bettered themselves in countless more adventures, whereas Ch'rell was frozen on an ice asteroid during all this time and couldn't have level-grinded even if he wanted to.

* NiceHat: They all wear conical hats. Even the Turtles commented how great their headgear was, except for Leo who beaten up.

* BlackSheep: Of the race of the Utrom.

* AvengingTheVillain: The Foot are honor-bound to avenge the death of The Shredder, but agree to void the blood debt if the Turtles assist in bringing order to the New York branch.
* BreakingTheFellowship: Over the course of the series, many members begin to leave the Foot. At the end of season 3, both Hun and Baxter Stockman leave the Foot and proceed to work with the Purple Dragons and Earth Protection Force respectively. After season 5, it's also implied that Karai and Chaplin also leave the Foot as they are no longer present in "Back to the Sewers" and even ''fight'' against TheRemnant forces of the Cyber Shredder. Subverted in "Turtles Forever", where Karai and Hun rejoin the Foot when Ch'rell gets freed from his imprisonment.

* OffscreenVillainDarkMatter: Seems to have accumulated massive resources over the years, using it to fund its various operations, genetic research and robotics research. As the Foot Clan is reduced to TheRemnant in "Back to the Sewers", it has lost its immense power, however.
* TheRemnant: Are seemingly reduced to this during the 7th season, as they display none of the massive resources they had in earlier seasons. During season 1-5, the Foot frequently used vehicles, mecha and scientifically created mutants. In ''Back to the Sewer'', all that remains are Khan, a bunch of Foot Ninja and a digital clone of the Shredder. To add insult to injury, even Karai and Chaplin turned their backs to the organization.

* SigilSpam: The Foot seems to really like putting its logo ''everywhere'': on Shredder's headquarters, on the Foot Ninjas, in its illeagal ''and'' legitimate operations. The logo usually serves as a WhamShot, indicating that whatever is happening, the Foot is in some way involved.

* BeenThereShapedHistory: In "Return to New York Part 3", he claims to have conquered Japan for the Tokugawa Clan. [[{{Foreshadowing}} This was the first hint]].

* BoomerangBigot: Despite being an Utrom himself, he expresses to Mortu in "Secret Origins Part 3" his desire to [[FinalSolution wipe out all of the Utroms]] when he takes over their homeworld, all just to spite him.

* EnemyMine: During the "Return to New York" arc in season 1, when Baxter Stockman betrayed him and attacked both him and the Turtles, threatening everyone. The Turtles and Shredder briefly join forces to defeat him before resuming their battle.

* EvenEvilHasLovedOnes: He seems to hold genuine concern for his adoptive daughter Karai. Until she refused to let him kill the Turtles. A deleted scene in ''Turtles Forever'' showed him briefly hesitating when he turned Karai's cry of pain, but any remaining love for her was outweighed by his hatred for the Turtles.

* FamilyUnfriendlyViolence: Ch’rell holds nothing back in his fight with the Turtles. This is more noticeable in the final battle in Season 3. He electrocutes Splinter so badly that most of his fur burns, kicks Mikey’s leg out of place, delivers a serious chop to Donnie’s neck, and nearly breaks Raph’s back. He also kicks Leo into Karai’s sword, impaling him and causing permanent damage to his shell.

* GoMadFromTheRevelation: He's never been a fully adequate person but he fully goes insane after learning of the multiverse. Or more specifically, that each alternate universe is home to its own group of Ninja Turtles.
* IHaveManyNames: Has taken various identities long before his arrival on Earth. Torrinon, Kako Naso, Duke Acureds, then Oroku Saki and The Shredder.
* HateSink: Even before he took on the identity of Oroku Saki, Ch'rell is responsible for millions of lives lost across the universe in his quest for being an intergalactic conqueror. As the Shredder, he murdered Hamato Yoshi, mutated innocent people into monsters to dig for the Utroms' hideout then choose to abandon them when they find nothing, killed a member of the Purple Dragons for failure and eventually assaulting his adopted daughter for refusing to let him kill the Turtles. And when it came to his revenge in "Turtles Forever", he was willing to let all of creation die if it meant killing off every Ninja Turtle in the multiverses. There's a reason, even during his absence, he was the Turtles' most hated foe.

* HoistByHisOwnPetard: He is eventually killed by his own Technodrome's laser, care of Bebop and Rocksteady, who he had allowed to serve him only because "they're amusing".
* HumanPopsicle: He was banished to the ice asteroid belt of Mor Gal Tal at the end of "Exodus Part 2" after being found guilty by the Utrom council. And he was found frozen in ice and freed by 1987 Shredder in ''Turtles Forever''.
* {{Hypocrite}}: In ''Turtles Forever'', he complains about the 1987 Shredder using "[his] name" in vain, when Season 5 indicates that ''Ch'Rell'' used the name and title of the real Oroku Saki.

* JokerImmunity: Is seemingly killed multiple times; first from Splinter dropping a water tower on him, then when Leonardo cut off his exo-suit head, then from being left behind in the TCRI building with a bomb that destroyed it without leaving a trace behind. Unlike his other appearances, this one didn't reveal his was still alive, but the turtles still had doubts he was dead. Sure enough, he did survive and was just in hiding. Being stuck on a freighter that was blasted to pieces might have killed him if Karai hadn't fished him out of the sea. Even after "Exodus" when advertisements promised he would be PutOnABus for good after he was banished to an ice asteroid, he still returned in "Turtles Forever". While KilledOffForReal then thanks to it being the show's finale, there's still doubt among the turtles that he's truly gone.

* KilledOffForReal: After many returns he finally dies in Turtles Forever, courtesy of Bebop and Rocksteady. Bebop. And. Rocksteady. No, seriously. Given his track record, only the fact that this is the grand finale gives it any weight—even Splinter and Karai note that they don't doubt the possibility of him surviving.

* LegacyCharacter: Ch'rell based both of his identities on ancient Japanese legends of a Tengu demon called the Shredder and the warrior Oroku Saki who defeated him (but in reality, he fell into evil and they merged, and the Turtles later face this Shredder). Ch'rell's Shredder was one to the Tengu Shredder (albeit unknown to the latter), and later after he's exiled off Earth he becomes one himself to the remaining Foot.

* MakeMyMonsterGrow: In Turtles Forever he grows to an incredible size in order to wipe out the turtles of the Mirage universe; Krang then enlarges himself and his robot as well, in order to fight this Shredder on equal footing, but is cut down in no time.
* MakeSureHesDead: In "Tales of Leo," the Foot attack April's apartment, which leads to the building burning down. Recalling that the Turtles had automatically assumed him dead without bothering to be sure, Shredder is unwilling to make the same mistake and sends Stockman to the remains of the building to find proof that the Turtles died in the blaze; Stockman is unable to find any evidence, since the Turtles managed to escape, but fearing the consequences of returning empty-handed, he forges some.
* MobileSuitHuman: He almost always in one of these.
* MotiveDecay: In most of his appearances in series after TheReveal, including all of season 3, his goals are to get back to space to rebuild his empire and get revenge on the Utroms who imprisoned him. He considered the turtles little more than an inconvenience and was willing to leave Earth in his space ship without even finishing them off. However in ''Turtles Forever'', he learns that there are Ninja Turtles in every universe. And the entire purpose of his entire existence is to be foiled by those turtles. This leads him to conclude that so long as there exists a team of Ninja Turtles, they will always disrupt his plans. So in the end he decided to kill all Ninja Turtles in all worlds, even if it will be at the cost of ''his own existence''.
* MultiLayerFacade: He's got a public identity which is Oroku Saki, the rich and well respected Japanese Businessman. Then he's the Shredder, a warlord who is using his public persona to gain power. And then his true identity originally only known by his adoptive daughter Karai is Ch'rell, an Utrom criminal who has been on Earth for over a millennium.

* NearVillainVictory: Several times but closest in Turtles Forever when he lmost kills the 1984 Turtles, thereby insuring Universe wide Turtlecide, but he's done in by Exploding Throwing Stars, his ego, and Bebop and Rocksteady.
* NonStandardCharacterDesign: In his Utrom form, he is colored blood-red(as opposed to his species' normal pink appearance), has a purple scar over his left eye and three horn like protrusions on each side and the center of his head. This is to distinguish him from the other Utroms.

* OffWithHisHead: He gets this treatment after the turtles storm his headquarters. He lives, because it's a robot suit.
* OmnicidalManiac: ''Turtles Forever'', where he's willing to destroy the entire multiverse, including himself, if it meant killing all existing ninja turtles. That includes his own daughter.
* OutOfTheInferno: The Shredder literally walks through fire after the building he've been fighting with the turtles on collapses during their first fight causing Michelangelo to remark:

* PutOnABus: He gets imprisoned on an asteroid in the endgame of Season 3, and doesn't show up again aside from cameos in ''Fast Forward'' and ''Back To The Sewers'', until ''WesternAnimation/TurtlesForever''.

* RevengeBeforeReason: He comes to hate the Turtles so much that he rather destroy them and destroy the ''entire multiverse'', including himself and his daughter Karai, than let them live.

* StealthPun: In the bad future the Shredder is destroyed by the Turtle Tunneler, that is to say, ''shredded''.
* SuicidalCosmicTemperTantrum: This is what his ultimate doomsday plan in Turtles Forever boils down to; after discovering The Multiverse and that there are Ninja Turtles everywhere, he decides to go straight to the source (the Mirage comics universe) and destroy all reality. Even after being explicitly told that he would die as well, he decides that it's WorthIt.

** It got worse in Turtles Forever when he was willing to destroy the entire Multiverse to get rid of every Turtle in existence, even at the cost of both his life and his daughter Karai's, something which he refused to relent or show remorse to.

* VillainDecay: Inverted, the Shredder managed to stay a dangerous antagonist, growing more powerful to the point where the turtles stopped being able to defeat him with martial arts alone, and always portrayed as both scarily competent and pure evil.

* VillainousValor: Ch'rell may be a total monster but he is willing to go down fighting against the Turtles. Sometimes it ends in his defeat but other times it also ends with him standing victorious over the Turtles.

* TheWorfEffect: His Season One self is easily defeated in the Season Six episode "Timing is Everything", where he travels to 2105 and gets his ass kicked by Leonardo. It's implied that these events are part of a StableTimeLoop which caused the Shredder to become more ruthless in his hunt for the turtles Post-Season One -- which would eventually lead to his final defeat. This is even subtly referenced in ''WesternAnimation/TurtlesForever'': when he goes up against the Turtles himself in his normal armor, he's defeated in a few short seconds, causing the '87 Turtles to wonder why their 2k3 counterparts even hyped him up as being so dangerous. For the most part, Shredder either points his army and elite henchmen at them or [[spoiler:enlarges his suit AttackOfTheFiftyFootWhatever-style, giving himself an unfair advantage]].

It didn't work that well in the long run, since this led the Mystics to [[MistreatmentInducedBetrayal turn on her]] to [[spoiler:bring their true master BackFromTheDead]].

* BrokenBird: In seasons 4 and 5.

* ContrastingSequelAntagonist: In Season 4, after taking the role of The Shredder, she's much more active in hunting down and murdering the Turtles, to the point that she destroys their lair and most of their vehicles in the process, rather than being as passive as Ch'Rell. However, she lacks Ch'Rell's cunning and her hotheaded tactics cause the Foot Mystics to respect her less than her predecessor.

* DragonAscendant: In season 4. After Shredder's defeat she takes the mantle for her own.

* GoodColorsEvilColors: A very subtle one occurs in Season 4. Normally she wears pink lipstick, but for "Prodigal Son" she wears red lipstick, symbolizing her crossover into evil when she believed she's killed the Turtles. After Leo defeats her the next time we see her she's gone back to the pink lipstick, showing she's not so evil and such a threat anymore.
* HeelFaceTurn: Though it doesn't happens until season 5.
** Which extends to HeelFaceRevolvingDoor when she switches sides twice in ''Turtles Forever'' where the Shredder return now as an OmnicidalManiac. This proves to be too much for her, and she sides with the turtles against him.

* MyMasterRightOrWrong: This is the struggle that Karai faces in the second and third seasons with her loyalty to her adoptive father, The Shredder, clashes with her more noble instincts. One of the forms this clash takes is in her reluctance to kill the turtles, who had agreed to help her restore the New York Foot in exchange for ending the syndicate's vendetta against the Turtles. While the agreement was made under false pretenses—it was made under the assumption that the Shredder was dead and that Karai would be leading the Foot, which Karai knew was not the case—she still felt compelled to keep it, despite her father's wishes.

* RelatedInTheAdaptation: She was unrelated to The Shredder in the original comics but is his adopted daughter in this series.

* UndyingLoyalty: This is what prevents her from making a HeelFaceTurn for most of the series; She genuinely respects the Turtles, almost has a friendship with Leonardo and knows to some extent that the Shredder's motives aren't exactly pure, but due to the role he played in her life, she feels like she owes him, and stays by his side no matter what. Even when he actually is defeated, she ends up blaming the Turtles for it and going on a RoaringRampageOfRevenge against them. Eventually, it takes [[spoiler:the Shredder trying to destroy TheMultiverse (him and her included)]] to make her leave him once and for all.
* VillainWithGoodPublicity: Much like her father, she's seen as a saviour of New York after the Triceraton Invasion, though she's much, much more heroic than him.

A digital copy of the Utrom Shredder's memories that were stored away until Viral, another of the Turtles' villains, tried to absorb it. Instead, the digital engram absorbed her instead, and thus the Cyber Shredder was born. He becomes the new leader of the Foot Clan [[TheRemnant Remnant]] and wants to escape Cybespace.

* ContrastingSequelAntagonist: To the previous Demon Shredder. That Shredder was a human who merged with a demon to gain powers, this Shredder was the digital copy of an alien's mind brought to life. Both are insanely powerful, but Cyber Shredder's powers were only great due to existing in cyberspace. Furthermore, due to being a copy of Ch'rell, this one has personal enmity with the Turtles.

* AlwaysSomeoneBetter: Is this to Stockman. Stockman spends multiple episodes designing ways to kill the turtles, Chaplin nearly succeeds in his debut with his NighInvulnerable MechaMooks, which were only stopped thanks to sabotage by Stockman.

* {{Foil}}: To Stockman. While Stockman is sarcastic and his plans fail all the time, Chaplin is very friendly and his creations (the Amazonian Blade bots) were nearly victorious with eliminating the Turltes. The only reason they failed was because Stockman ''sabotaged'' them.

* TookALevelInBadass: Inverted. In the first episode, they nearly managed to defeat the Turtles, which forced the heroes to retreat. But as the series went on, they became less of a threat. By "The Way Of Invinsibily", the ''eight episode of the series'', the Shredder has already begun to look for different methods in taking out the Turtles, which led to Stockman "creating" the Tech Ninjas.
** Played straight in season 4, where Karai becomes the new Shredder and reorganizes the entire Foot Clan. They become a much bigger threat then they were before and give the Turtles a run for their money.

* OmnidisciplinaryScientist: They are responsible for the technology of the Foot Clan, but they are also specialised in genetic engineering, as seen in "Notes From the Underground" part 1.

* TookALevelInBadass: Throughout most of the series, they are largely useless in combat and are protected by the Foot Ninjas. When Karai reorganizes the entire Foot Clan in season 4, various Foot Technicians are seen piloting [[MiniMecha mini mechs]].
* YouAllLookFamiliar: All of the Foot Technicians, with the exception of the one from "Notes from the Underground" part 1, look identically.

* HandicappedBadass: Several of the foot mechs are incomplete but fight anyway with ones without a head and with only one complete arm still putting up good fights.

* UncertainDoom: The Foot Mechs are all apparently destroyed in "Rogue in the House" part 2, but due make two reappearances in the show (both were dream sequences but one was DreamingOfThingsToCome), making it possible that some were salvaged from the wreckage of the ship, such as the headless one which just fell into the water and the one with the laser cannon (he was ripped in half, but this was a fate another Foot Mech had remained functioning after earlier).

Robots, who are specialised in combat and were made in the likeness of Karai. They were created by Dr. Chaplin and were used in a plan to take out the Turtles.

* MechaMooks: They are robots, made to resemble Karai. Needless to say, they are far tougher and more powerful than the Foot's previous Foot Mechs.
* NaginatasAreFeminine: One of them carries a naginata, tho Donatello later picks it up.
* NighInvulnerable: They survived explosions, being flooded, falling in the water, strikes from the Turtles and they just keep coming.

* NearVillainVictory: They were nearly victorious in killing the Turtles. The only reason they failed was because Stockman sabotaged them.

!! Shredder mutants

Hideously mutated clones of The Shredder, dressed in modified Shredder armor and trained to work as elite Foot soldiers.

* MultiArmedAndDangerous: Shiva-Shredder has four arms, each equipped with shredder claws.
* SpikesOfVillainy: Their amrors are covered in spikes.
* UncertainDoom: Happens to the four-armed and small mutant: as they stalk the Turtles in an elevator, the heroes cut the eleveator's wires, causing it to drop and explode. They are never seen again and whether the explosion killed them or not is unknown.
* WhatHappenedToTheMouse: After their brief appearence in "Return to New York" parts 1 and 2, they are never seen again.

A specialised division of the Foot. They are the elite ninjas of the Foot and the Shredder's personal body guards and lieutenants.

* ConservationOfNinjutsu: There are only four of them and they are by far the strongest of the Foot Ninjas. In their first appearence, they completely beat up Leo and in a later episode, it took the combined efforts of all of the Turtles in order to take them out.
* TheDreaded: Becomes this to Leonardo after the savage beatdown he recieves at their hands. They are not present in the comic book version of the storyline.

* FlatCharacter: None of them really have any character traits beyond their blind loyalty to the Shredder. In the cartoon each Elite has a unique weapon, but thats about it.
* KnightOfCerebus: Much like the Shredder himself. Whenever they appear, the Turtles treat them as serious opponents who are definitely capable of killling them. Or at least that was the case in season 1, after which the Turtles became better at fighting them.

* UncertainDoom: In the fifth season, they're taken down by the Tengu Shredder and are never seen again, not even during ''Fast Forward'' or ''Back To the Sewers''. Whether they died or not is never adequately answered.
