* VillainForgotToLevelGrind: After being defeated in Season 1. The Turtles keep getting stronger, to the extent that Leo is able to easily kick his ass ''by himself'' in Season 6, and in ''Turtles Forever'', the Turtles are able to defeat him in a straight fight within a few short seconds. Thus, Shredder usually resorts to such things as pointing his army and elite henchmen at the Turtles, or using specialized technology like more powerful suits of armor to get the upper hand. Partially justified during the first three seasons in that although Shredder hates the Turtles, his first goal above all else is finding a way to escape Earth and get revenge on the Utroms. It's played completely straight and justified by the time of ''Turtles Forever'' because by that point, the Turtles had gotten much more experience battling the Demon Shredder, fighting their way through the future, traveling through cyber-space, and bettered themselves in countless more adventures, whereas Ch'rell was frozen on an ice asteroid during all this time and couldn't have level-grinded even if he wanted to.

A young scientist who becomes the head specialised division of the Foot's science department in season 3.Foot. They are the elite ninjas of the Foot and the Shredder's personal body guards and lieutenants.

* FlatCharacter: None of them really have any character traits beyond their blind loyalty to the Shredder. In the cartoon each Elite has a unique weapon, an axe, a spear, a poleaxe and a doublebladed sword, but thats about it.
* SparedByTheAdaptation: Barring the uncertain question of whether or not they eventually got [[UncertainDoom killed by the Tengu Shredder]], the Foot Elite in this series don't die at the hands of the Turtles during the ''City at War'' story, unlike their Mirage counterparts, and go on to become recurring villains until the fifth season.
* UncertainDoom: In the fifth season, they're taken down by the Tengu Shredder and are never seen again, not even during ''Fast Forward'' or ''Back To the Sewers''. Whether they died or not is never adequately answered.
