A specialized division of the Foot. They are the elite ninjas of the Foot and the Shredder's personal body guards and lieutenants.

* AvengingTheVillain: After the Shredder's apparent death at the hands of the Turtles, the remaining Elites swear a vendetta against both them, the factions of the Foot and other gangs now fighting for control over New York.
* ADayInTheLimelight: They got a little more focus in the "City at War" arc as they try to regain control of the city for themselves.
* AllAsiansWearConicalStrawHats: They all wear conical hats.
* ConservationOfNinjutsu: There are only four of them and they are by far the strongest of the Foot Ninjas. In their first appearance, they completely beat up Leo and in a later episode, it took the combined efforts of all of the Turtles in order to take them out.
* DiminishingVillainThreat: In the first season, they're deadly fighters who destroy Leo in a fight and are possibly second only to the Shredder in threat level. From the second season onwards, they're still capable fighters but never inflict another defeat on the Turtles again and sometimes they receive an EliteMook equivalent of TheWorfEffect against people like Bishop or the Tengu Shredder to emphasize how [[SortingAlgorithmOfEvil skilled or dangerous the later enemies are]]. The only notable exception to the Elite getting Worfed by newer villains occurred during the "City At War" three-parter where they beat down Karai's elite soldiers from Japan who were good enough that they were able to defeat the Turtles when they initially appeared.
* TheDreaded: Becomes this to Leonardo after the savage beatdown he receives at their hands. They are not present in the comic book version of the storyline.
* EliteMook: They serve as the absolute best fighters of the Foot, second only to Shredder himself.
* EnemyCivilWar: They strike at all parties involved in the war over the New York underworld, including the Japanese Foot.
* EstablishingCharacterMoment: In the very same episode they're introduced, they ''savagely'' beat down Leo to the point he's nearly ''dead''. Also, they later ''completely ransack'' April's antique store. All of this establishes them as formidable foes and TheDreaded to the Turtles, especially to Leo.
* FlatCharacter: None of them really have any character traits beyond their blind loyalty to the Shredder. In the cartoon, each Elite has a unique weapon, but that's about it.
* KnightOfCerebus: Much like the Shredder himself. Whenever they appear, the Turtles treat them as serious opponents who are definitely capable of killing them. Or at least that was the case in Season 1, after which the Turtles became better at fighting them.
* NoHoldsBarredBeatdown: ''Savagely'' beat up Leo, leaving him nearly ''dead''.
* RedEyesTakeWarning: All of them have red eyes.
* SparedByTheAdaptation: Barring the uncertain question of whether or not they eventually got [[UncertainDoom killed by the Tengu Shredder]], the Foot Elite in this series don't die at the hands of the Turtles during the ''City at War'' story, unlike their Mirage counterparts, and go on to become recurring villains until the fifth season.
* UncertainDoom: In the fifth season, they're taken down by the Tengu Shredder and are never seen again, not even during ''Fast Forward'' or ''Back to the Sewers''. Whether they died or not is never adequately answered.
* UndyingLoyalty: They are blindly loyal to the Shredder. This is exaggerated, as after his apparent death, they fight against everyone, including Karai, who came in order to stabilize the Foot and become its new leader before Shredder's resurrection. They only became loyal to her after she kicked their asses in a fight.
