All this, along with the fact that her social service worker (which Fuli felt was the only mammal who still cared about her after the college incident) was killed by a cop in the aftermath of the tsunami (with said cop getting away with the wrongful death), is clearly shown to be the chain of events that turned Fuli into the BigBad of the story.]]

What`s worse is that just like many real life cults, the influence of The Drowned is so strong that none of the newly indoctrinated even try to fight back, as they are now determined to fill out "the Waves Will" on Zootopia instead.
