Though the Rumanian government formally controls it, the administration is corrupt and filled with bureaucrats looking to fill their pockets with Reichsmarks. Divisions persist within the administration itself, as the mayor of Odesa and the Rumanian garrison clash with each other, to the point that there was a German-Rumanian coup against a former governor who refused to submit to Bucharest. Ethnically, there's not much cohesion to be found either; The Black Sea Germans segregate themselves into communities governed by the Sonderkommando R and the Rumanians do the same. And that's not even mentioning the Ukrainians, who are completely neglected by the authorities. Overall, Siminel is leading, in his own words, "a hodgepodge government for a hodgepodge region".
