The Sultanate of Muscat and Oman has found itself in a tense situation. The Italian Empire's increasing influence in the region threatens the country's sovereignty. This, in turn, has led to rumours Saudi Arabia is preparing its own expansion should Italy's situation further destabilizes. To make matters worse, various factions within the country are beginning to grow in popularity. The current leadership, under Sultan Said bin Taimur, is unstable due to mismanagement by the Sultan, who prefers to drink than rule. A growing religious movement under the guidance of Imam Ghalib al-Hinai is quickly gaining more influence, particularly in the east of the country. In the west, dissent amongst the Dhofar inhabitants has them rally behind Pan-Arabism and socialism. Even from within the Royal Family itself, cracks are widening as the Sultan's son, Qaboos bin Said, is proving to be a much better fit to lead.

The Governor-General of the Italian Levant, dalla Chiesa was a Carabinieri general and [=WW2=] veteran whose skill in pacifying terrorism in the Levant led to his promotion to Governor-General. Even though his actions have suppressed radical activity in the Levant and brokered a truce between more moderate groups, dalla Chiesa understands that the Governorate won't last, and a more permanent agreement has to be found.
