Despite being possibly the most jingoistic political figure in the game, he also understands that an army of conscripts does not lend itself well to quality combat, and wants the Sordish Armed Forces to be a purely volunteer-based, professional entity.
* GeneralFailure: {{Subverted}}. * TheMentor: Was one of Rayne's professors in college, and continues to advise his old student now that he's the President.
* NotSoAboveItAll: Despite the gravitas of being a foreign minister old and wise enough to have been his boss' professor in university - which he was - Deivid is amused at the Alliance of Nations summit when the foreign heads of state misbehave.
* {{Realpolitik}}: If the player decides to have Rayne attend university in Deyr in the prologue, Deivid will give a lecture explaining the merits of realpolitik. For all of his commitment to liberal democracy, his professional concerns about Wehlen have more to do with its stability (and therefore reliability as a diplomatic partner) than Smolak's human rights abuses, though he certainly lets his displeasure about them known to Rayne during the AN meeting.
* SoProudOfYou: While he'll be loyal to his old student to the end regardless of his ideology, he'll be especially proud of a Rayne who brings a democratic constitution to Sordland.

He also is a key Gasom partner responsible for securing a potential investment by Rizia into the firm. ----
* DisappointedInYou: [[spoiler: If Rayne did corrupt things and the scandals got leaked, Paskal will express his disappointment and decided to resign at the end of the game.]]
* {{Irony}}: Rayne notes in the first meeting with Paskal that his Minister of Health was portly.

Genuinely concerned for the welfare of Sordland's citizens, he never gives bad advice and has no quarrel with his colleagues. He is also a principled man who will leave the cabinet should the President engage in any form of power abuse.
* OpposeWhatYouSuffered: The child of miners, Paskal's childhood was spent in poverty. As an author, he illustrated the plight of poverty in his books. This dynamic is discussed by ''The Radical'' during the decision on [[spoiler:who will be your new Vice President, in which the paper is conflicted between their desire for Sordland's first female VP and the fact that the only candidate for such a position is a staunch anti-feminist]].

Ultranationalist politician and leader of the second largest opposition party, and advocate for expanding presidential power.
----
* TheBully: A legislative version. Each and every bill proposed by Kibener and his party aims to assault or demean someone, usually Bluds.
* DoubleSpeak: Is a fan of trying to pass laws with fluffy sounding titles (Religious Harmony Bill, Unified Education Language Act, Human Dignity Bill) that actually strip away certain rights (the former two laws [[spoiler:force the use of Sordish language in religion and education respectively, while the latter completely outlaws prostitution]]). This is very much something that can catch egalitarian players off-guard if you don't ReadTheFinePrint before signing them.
* HateSink: Though Kibener can be an ally, one can't help thinking he was written primarily as this trope. He is a racist, sexist, fascist, hatemongering jerk whose entire political career consists of bullying Bluds and women. {{Downplayed}} after ''Amendment'', when he appears to be an nationalist of a more subtle kind while his worst aspects are transferred onto Holstron.
* PetTheDog: The ''Amendment'' update gives him some more sympathetic moments, particularly when it comes to moderating Holstron's extreme demands. [[EveryoneHasStandards He opposes the demand to completely ban the Bludish language]] for example.
* {{Realpolitik}}: Kibener carefully words himself in public to avoid speaking out his true intentions, portraying himself as a civic nationalist instead of an ultranationalist.
* RedOniBlueOni: The Blue to Holstron's Red. Kibener understands that Holstron's Blud-exclusionary Sordish nationalism will lead to disaster even by hardline Sollist standards, and his attitude towards the Bluds is one of suppressing their culture and forcibly assimilating them into Sordish identity.
[[/folder]]

A founder of the National Front Party closely associated with the Young Sords during the Sordish Civil War. He resigned in 1949 due to his declining influence in the party, but accepted an offer to rejoin as Deputy Chairman in 1953.
----
* AbsoluteXenophobe: Holstron is immensely racist, fascistic, and wants a literal race war against the Bluds. This is shown through the point that Holstron is completely against any pro-minority peaceful solutions, or even non-violent but not pro-minority Sollist solutions, whereas even staunch Old Guard conservatives such as Lileas Graf are against his insane genocidal fantasies. Furthermore, such statements (very rightfully) appalls the likes of pro-minority and principled reformists like Nia Morgna due to both the hateful nature of it and the no-filter way it was said during the Victory Day event.
* DoWrongRight: Holstron ''hates'' the idea that Bluds can be Sords, even in the sense that they ought to be forced to adopt Sordish culture.
* RedOniBlueOni: The Red to Kibener's Blue. Whereas Kibener's faction of the [=NFP=] is a more "modern" right-wing nationalism that's cautiously open to Sollism and seeks to suppress Bludish identity to bring them under the definitional umbrella of Sordness, Holstron is a full-blown "Sordist" fascist who sees Sords as superior to Bluds and wants to crush the Bludish.

----
* ChummyCommies: Stahler is a firm believer in democratic socialism and isn't afraid to publicly oppose communism's more authoritarian tendencies, something that has caused a minor schism within the CPS.
* OutOfFocus: A centrist, reformist Rayne generally won't encounter Denis until the run up to the '57 election.
* StartMyOwn: He previously joined the People's Freedom and Justice Party in 1936, but quit when he was snubbed from the party's candidate lists for his communist views, which ultimately led to him co-founding the Communist Party of Sordland in 1950.

[[folder:Bernard Circas, Member of the Assembly]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/circas.png]]
A famous Malenyevist writer and poet in Sordland, Circas is an independent member of National Assembly, being the first communist who was voted into the assembly.
----
* ChummyCommies: {{Downplayed|Trope}}. He's introduced as a poet and an independent communist, and the ideological leader of Sordish Socialism. According to the ending political compass, however, he's pretty much a textbook Malenyevist who ''slightly'' leans toward the democratic end of the spectrum.
* {{Expy}}: With Sordland being a more or less clear reflection of Turkey, Circas seems like a walking nod to Nâzım Hikmet Ran, the author of the game's epigraph. Both are "romantic communist" poets with profound impacts on their respective nations' thespian spheres, if not their political ones.
* PlotTriggeringDeath: His murder at Rayne's inaugural ball triggers nationwide conflicts between the communists and nationalists. Rayne can put reforms on hold to deal with the fallout or push them through regardless. The unrest is used by Rumburg as an excuse to claim Sordland is a threat to the region because of its instability and close their consulate in the capital. The first of many actions they take to [[PretextForWar justify potentially invading Sordland]]. [[spoiler:His murder was planned by the Old Guard to cause the unrest, hoping to derail Rayne's reforms]].

[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/hawker_7.png]]
Current head of the supreme court and opponent of any kind of constitutional reform.
----
* AmoralAttorney: He is very secure in his place as head of the Old Guard and enjoys immunity given to him as a Justice of the Supreme Court.
* EvilOldFolks: Hawker is in his 70s by the time the game starts, and is determined to shut down any reforms that is brought to the Supreme Court.
* HatedByAll: A well known obstructionist, he's disliked enough that attempting to impeach him when legally allowed to (which will require a majority vote of the assembly) will always work. [[spoiler:Even Soll, the very person Hawker is obstructing to serve, will admit he doesn't like him if Hawker is assassinated by The Young Sords.]]
* KangarooCourt: Soll can be put on trial for his crimes as President in front of Hawker. The narration notes that Anton can practically hear the quotation marks in Hawker's statement for his alleged "crimes."

! Foreign Heads of State
[[folder:Beatrice Livingston, Queen of Rumburg]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/livingston.png]]
Queen of Rumburg, who has effectively seized power in her country, removing the parliament's power and ruling as an autocrat.
----
* ArchEnemy: She serves as the BigBad among the foreign relations sections of the game.
* DownerEnding: Rumburg defeating Sordland in the war can be considered this.
* {{Expy}}: Largely a genderflipped version of Tsar Ferdinand I of Bulgaria somehow keeping his empire into the early Cold War. Both monarchs are absolutist dictators of mid-tier powers with expansionist policies based on ancient imperial pasts and nationalist mythologies, are ruthless to their enemies, and are quick to start seeking a pretense for war. [[spoiler: Both are also so bloody-minded they neglect the importance of diplomacy and are likely to be outfought in a war or outmaneuvered diplomatically.]]
* GodSaveUsFromTheQueen: Queen Beatrice, as a bellicose imperialist plotting to seize control of Merkopa by any means, is arguably the most villainous of Suzerain's world leaders, with the possible exception of the genocidal dictator Smolak.
* HatedByAll: The international community's response to Beatrice's speech at the AN summit implies she is widely despised by the rest of the world for her imperial ambitions. It seems that even if some in Sordland do favor caution in dealing with Beatrice's threats, no one really ''likes'' her. [[spoiler: Exploiting this fact and her lack of sponsors or firm commitments is a good way to nip her in the bud.]]
* NormalFishInATinyPond: Rumburg is a formidable regime and much larger than one might think, but prior to Beatrice's rule its best days were well behind it and even with her saber rattling it is still a middle power going its own way in a world dominated by superpowers in a nuclear standoff. [[spoiler: One of the most effective ways to checkmate her is by taking advantage of this by outplaying it militarily or diplomatically.]]
* OutsideContextProblem: Not so much to Rayne or the Sords, but to the international community. In the global standoff between capitalism and socialism, you have an overinflated wannabe Tsarina rattling sabers and invading places. Indeed, she is so divorced from the context of the Cold War that [[spoiler: President Rayne can align with either of the superpowers or even both to stop her.]]
* PetTheDog: If you choose to pay reparations for the 15-Day War, Beatrice will call you and thank you for doing the right thing, even offering a trade deal to you to further smooth relations between Rumburg and Sordland.
* TakeAThirdOption: Given a choice between different forms of socialism or capitalism in terms of foreign alliance, Beatrice has more or less decided to go with hypernationalist Rumburgian Absolutism. [[spoiler: This leaves her dangerously exposed on the diplomatic front, and ironically the most likely way she will get a foreign ally is [[HoistByHisOwnPetard if your alignment with one superpower prods the other to join with her just because.]]]]
* TyrantTakesTheHelm: Played with in that she was the legal, rightful heir to the crown and thus is the legal monarch of Rumburg, but early in her rule she consolidates power and undercut the Parliament, turning her position from being "Constitutional Monarch with Strong Powers in a Parliamentary System" to "Totalitarian Dictator wearing a Crown."
* VillainHasAPoint: Should you defeat Rumburg militarily with Wiktor Smolak's help, Beatrice points out that the lives of Rumburgians and Bluds in the territories annexed by Wehlen will be endangered. Given that Smolak doesn't deny this and tells her that it's none of her business, it's likely plans for ethnic cleansing are already underway.

President of Arcasia, the most important capitalist nation and one of the two primary superpowers, and de-facto head of ATO.
----
* {{Expy}}:
** Of UsefulNotes/RichardNixon, down to the hairline and jawline.
** Of UsefuLNotes/JohnFKennedy and his womanizing tendencies, namely the way he hits on Monica when he visits Sordland.
* HistoricalInJoke: [[spoiler:When bringing up Livia Suno's trial for espionage, he hints that he was involved in a recent scandal involving a secretary, a potential reference to UsefulNotes/BillClinton's infamous Lewinsky scandal.]]
* AnOfferYouCantRefuse: {{Lampshaded}}. If Rayne suggests that Walker might be about to do this when it comes to Sordland joining ATO, Walker good-naturedly denies that he means to order Rayne around.
* SleazyPolitician: Has absolutely no problem making moves on Monica and sexually harassing her during a diplomatic event.
* VillainRespect: Well, he is more ruthless and sleazy than downright evil, but if Rayne decisively stops his harassment of Monica by stepping in and dancing with Monica himself, it's implied that Walker is genuinely impressed and respects Rayne's readiness to protect "his" woman.

[[folder:Emmerich Hegel, Chancellor of Valgsland]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/hegel.png]]
Creator of Valgslandian socialism, a more democratic version of Malenyevism, and current leader of Valgsland, an important naval power in Eastern Merkopa and a member state of the CSP.
----
* ChummyCommies: Hegel's regime is democratic and just for the most part, and Hegel himself is shown to be a staunch defender of his country's workers.
* GoodIsNotNice: Hegel comes across as an aggressive and bellicose leader (especially in the AN summit, where his uncontrollable rage causes a scene in front of the global community), but his steadfast defense of his citizens and the oppressed peoples of the world arguably makes his cause a righteous one.
* HairTriggerTemper: His main character flaw, which leads to him having outbursts of anger whenever someone stands against him.
* HistoricalInJoke: Hegel causes a scene at the AN summit by banging his shoe on the table in anger as ATO denounces his actions against Agnolia, referencing a supposed similar incident with UsefulNotes/NikitaKhrushchev.
* JerkassHasAPoint: While somewhat brash and easily irritatible, Hegel has a legitimate point to make about the Heljisland dispute. The islands had been sold by Agnolia to Valgsland centuries ago and at the time of the game, is home to a Valgish population. The fact that the illegitimate Agnolian governor has authorised the use of deadly force against protestors is thus something that justifiably infuriates Hegel into retaliating against Agnolia.
* NoHistoricalFiguresWereHarmed: While Hegel's ideology is most comparable to syndicalism, his character has a lot of similarities to Soviet leader UsefulNotes/NikitaKhrushchev: both took power after the death of a more authoritarian leader, denounced purges that happened under the previous administration, slowly reformed the country to bring an end to the influence of their predecessors, and both have a reputation for aggressive rhetoric and fiery tempers. He also shares strong similarities to UsefulNotes/JosipBrozTito, maintaining a communist system and ruling with a gentle hand while pursuing decentralized market reforms that strongly empower workers. His fierce temper, fiery anti-imperialist speeches, having political dissidents flee via boat and being at the center of an international crisis involving nuclear missile silos on an island all bring to mind UsefulNotes/FidelCastro.

Creator of the first Malenyevist nation and his namesake ideology. Leader of the superpower United Contana and de-facto leader of the CSP.
----
* {{Expy}}: UsefulNotes/VladimirLenin, albeit with a full head of hair and clean-shaven. Also has a small amount of UsefulNotes/LeonTrotsky thrown in as well, sharing not just the first name but having a theory of Permanent Revolution, like Trotsky, and the determination to see communism spread across the world and be its future.
** Also, just like Trotsky, Leon is mostly referred to by his nickname instead of his real surname.
** His attire is very reminiscent of that of Mao Zedong.
* HistoricalInJoke: Chavatangakwunua ominously warns ATO that "we will bury you" at the AN summit, referencing a similar line said by UsefulNotes/NikitaKhrushchev.
* RaceLift: In the original version of the game his last name was Malenyev which is a Russian surname in real life. However, the ''Amendment'' update changed his surname to Chavatangakwunua which in real life is a surname of Native American origin, implying that Leon is descendent from the ''Suzerain'' universe's equivalent of Native Americans.
* {{Retcon}}: The ''Amendment'' update changed "Malenyev" from his last name to a nickname.

Leader of Lespia, the strongest capitalist nation in East Merkopa and a member state of ATO.

* ObfuscatingStupidity: In the run-up to the Sordish-Lespian trade meeting, Symon details Alvarez's drunken antics, but warns Rayne to not underestimate him, as he's rumored to be an incredibly shrewd leader beneath his facade of incompetence. [[spoiler:Symon is right.]]

* EvenEvilHasStandards: Lileas is a hardline Sollist [[spoiler: who schemes against Rayne to trick him into declaring an emergency]], but even she is disgusted by Phelix Bron's tyrannical rule in the Bergia Special Zone. Much of her mid-game scenes involves her attempting to abolish the BSZ, returning Bergia to be another province of Sordland.

* NiceJobFixingItVillain: Lileas' plan to kick Rayne out of the party could result in him forming his own party, and winning the election anyways, leaving the USP powerless to stop Rayne from pursuing his own agenda.

Symon supported Anton Rayne's candidacy early and actively campaigned with Rayne, and was appointed as Minister of Economy, Commerce, and Energy.
----
* HonestAdvisor: The guy is to economic matters what Lucian Galade is to political matters. Symon's advice and assessment of situations is always blunt, clear and on point.
* ItsAllMyFault: If Sordland falls into an economic depression by the end of the game, he'll blame himself for the situation, and resign.
* NoSocialSkills: Symon is noted as having poor social skills and openly smiles when he is told he has to spend more time crunching numbers than being with his family. However, Symon seems to function serviceably on the campaign trail, at the National Business Council, and in cabinet meetings.
* TheSmartGuy: Well, nobody in your cabinet is an idiot, but Symon still stands out because of his aptitude for numbers and his insightful commentaries. He also comes up with several plans to improve the economy, each and every one of them extremely beneficial and effective if implemented correctly.

Nia supported Anton Rayne's candidacy and was appointed to Minister of Justice and Law following his election. As the Minister, she has a voice on the Supreme Court, and is considered the voice of the reformist faction within the judicial system.
----
* CrusadingLawyer: Nia is devoted to ending corruption in the legal system and eliminating the case backlog. She may even be supported by Anton Rayne to establishing an Anti-Corruption Task Force meant to clean up Sordish government.
* {{Foreshadowing}}: [[spoiler: When meeting with Anton Rayne, Nia warns him not to trust Lileas. While she appears to be saying this out of spite, later events and revelations prove her to be correctly suspicious of Lileas.]]
* MeaningfulName: Her last name is Sordish for "morning" and as a Supreme Court Justice by dint of being Minister of Justice, she is ''the'' most vital member of the Cabinet for pushing through constitutional reform, which she wholeheartedly supports.

A retired officer in the Sordish Army. Formerly the Inspector General of the Sordish Army, Iosef supported Anton Rayne's candidacy and was appointed Minister of Defense and Security, retiring from active duty and transitioning to civilian life.
----
* BewareTheHonestOnes: He's [[spoiler: one of the only Sollists who's not at all corrupt. But if he thinks you've left Sordland defenseless or sold out to foreign powers, he ''will'' remove you from power]].
* CombatPragmatist: While he repeatedly emphasises that Sordland's army can stand on its own, he correctly realizes the need for allies in the event of war with Rumburg. Despite being possibly the most jingoistic political figure in the game, he also understands that an army of conscripts does not lend itself well to quality combat, and wants the Sordish Armed Forces to be a purely volunteer-based, professional entity.
* GeneralFailure: {{Subverted}}. He may seem to be a standard GeneralRipper physically unfit to be in the army (Rayne can make a quip about his weight if he sends Franc to the military and Franc jokes about being the next Lancea), apparently being hell-bent on charging into battle with nothing but a vague sense of national pride, but he's actually by far the more competent general between him and Kruger, though the latter's ideas aren't totally worthless. Taking his advice in as many matters as possible is a sure path to [[spoiler:victory against Rumburg, unless you're fighting without allies]].
* LastStand: [[spoiler:If Sordland loses the war against Rumburg, he will be the last person standing beside Rayne. He then does a badass sacrifice, stating that he always wanted to go with a bang.]]
* MajorlyAwesome: During the Wehlen Civil War, Iosef held the position of major and was Anton Rayne's commanding officer. As a major, he earned Sordland's highest military honor. His nickname was "the relentless".
* QualityOverQuantity: Actively seeks to reform the Sordish Armed Forces by abolishing conscription and converting the military into a fully professional force.
* TokenGoodTeammate: Among Sollists. Iosef exhibits many dubious traits of this ideology, e.g. aggressive nationalism, isolationism bordering on xenophobia and a dismissive attitude towards women and minorities. However, unlike other Sollists, he does not engage in any form of corruption, he truly cares about Sordland's security and integrity, and he wants to protect his country with as little casualties as possible.
* {{Warhawk}}: He is certain that Rumburg will invade within a year. [[spoiler: He's not right about the timeline, but [[ProperlyParanoid he is correct that Rumburg will invade unless Rayne makes decisions to stop Rumburg.]]]]
* WarHero: Credited with significant military victories and very popular with the Sordish Armed Forces and the nationalists as a result.

An independent member of the Assembly. Ciara was a philosophy and political science professor who ran for office as independent. Ciara joined the United Sordland Party explicitly to campaign for Anton Rayne's candidacy, and was appointed as Minister of Education, Technology, and Research following his election victory.
----
* {{Hypocrite}}: She's a committed reformist, but if you have expanded presidential powers, then she'll ask you to pass her women's rights reform by decree instead of going through the Assembly.
* SoapboxSadie: Ciara is a committed radical, and isn't afraid to show it. She goes on political rants about inequality and social issues in nearly every scene she's in, and while her causes are arguably noble ones, her tirades can be irritating at times.

[[folder:Deivid Wisci, Minister of Foreign Affairs and Trade]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/wisci.png]]
Professor, diplomat, ambassador, and son of Sordland's first president. Deivid was a long-time diplomat and ambassador in the Ministry of Foreign Affairs, and was nominated as the Minister of Foreign Affairs and Trade.
----
* AFriendInNeed: Deivid aided 10,000 Sordish and Bludish immigrants in Lespia, and was celebrated in Merkopan diplomatic circles as a result.
* StrongFamilyResemblance: Just looks like his father Artor, minus the hat.

----
* HairTriggerTemper: {{Downplayed}}. Gus is known to have a short temper, and frequently argues with people who disagree with him, but he is never violent or out-of-control.
* ThePiratesWhoDontDoAnything: Gus is more or less just Rayne's investment broker, providing him with the opportunity to make money off of a number of deals if Rayne has been pro-free market and pro-business enough. He also is a key Gasom partner responsible for securing a potential investment by Rizia into the firm. At this point, he just moonlights as Minister of Agriculture and the only remotely farming-related thing he does is offer a few proposals for reviving agriculture in his home region of Gruni.

Paskal supported Anton Rayne's bid for presidency, being named the Minister of Health, Social Affairs, and Labor after Rayne's successful election.
----
* DisappointedInYou: [[spoiler: If Rayne did corrupt things and the scandals got leaked, Paskal will express his disappointment and decided to resign at the end of the game.]]
* {{Irony}}: Rayne notes in the first meeting with Paskal that his Minister of Health was portly.
* NiceGuy: He is possibly the most benevolent and least flawed characters in Anton Rayne's cabinet.
As a civil servant, he endeavored to establish policies to support workers in a similar condition to his parents. As a minister, he hopes to improve and expand Sordland's healthcare system.

Speaker of the Assembly, and leader of the conservative wing of the United Sordland Party.
----
* FemaleMisogynist: As a USP conservative, Tory is ''guaranteed'' to be put off working with Rayne if Monica is allowed to make a speech at a major gathering in Benfi centered around Christianity's FantasyCounterpartReligion, the biggest in Sordland. This dynamic is discussed by ''The Radical'' during the decision on [[spoiler:who will be your new Vice President, in which the paper is conflicted between their desire for Sordland's first female VP and the fact that the only candidate for such a position is a staunch anti-feminist]].
* IronLady: Gloria mentions that she has held the position of Speaker for years against fierce opposition, and has done so by being forceful and effective. [[spoiler:She cannot be bribed for her support in constitutional reforms and will fight a reformist Anton Rayne. She is amenable, however, to being named Vice President.]]
* MeaningfulName: Gloria's last name is Tory, a slang term for the Conservative Party of the United Kingdom.
* ReasonableAuthorityFigure: She's a conservative Sollist, but she's not insane about it. She's willing to make moderate concessions to reform for the sake of the country, so long as ''you're'' willing to play ball too and not go too nuts.

----
* CorruptPolitician: Clavin is willing to take bribes in exchange for supporting the new constitution. It was revealed after the Amendment update that he was possibly bribing the teachers at his son's school to give him higher grades than he should have had.
* {{Hypocrite}}: He claims to support electoral reform (and he will back a reduction in the electoral threshold), but he's also the author of the electoral finance bill that'll give the United Sordland Party a vast increase in election funds, at the expense of the minor parties.

* FairWeatherFriend: Publicly condemns Rayne as an ineffectual reformer if a reformist constitution fails in the Assembly, no matter how closely they worked together.

Ultranationalist politician and leader of the second largest opposition party, and advocate for expanding presidential power.
----
* TheBully: A legislative version. Each and every bill proposed by Kibener and his party aims to assault or demean someone, usually Bluds.

[[folder:Remus Holstron, Deputy Chairman of the NFP]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/siq6uyfg_2fwrkmrvehys_cremus3x.png]]

Political theorist and current leader of the Communist Party of Sordland.
----
* ChummyCommies: Stahler is a firm believer in democratic socialism and isn't afraid to publicly oppose communism's more authoritarian tendencies, something that has caused a minor schism within the CPS.

* FriendlyRival: Even if you aren't ideologically aligned, he will like and respect you if you protect Bludish rights.
* StartMyOwn: After the WPB missed the electoral threshold in the '49 election, he opted to resign and run as an independent (who are not subject to the electoral threshold), succeeding in the '53 election. [[spoiler:Although this move was controversial, he returns to lead the WPB again in the '57 election]].

[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/walker_5.png]]
President of Arcasia, the most important capitalist nation and one of the two primary superpowers, and de-facto head of ATO.
----
* {{Expy}}:
[[/folder]]

! Family Members
[[folder:Monica Rayne, First Lady of Sordland]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/monica_01.png]]
Wife of Anton Rayne and aspiring to be feminist activist. She is from an Ango-Sordish background.
----
* HappilyMarried: Possibly. If Anton supports Monica's aspirations and throws his weight behind her feminist cause, they can work closely together to improve women's position in Sordland and remain passionately in love with each other.
* TheHeart: Of Rayne household. Staying on Monica's good side is the key to keep unity and peace in your family overall.
* {{Housewife}}: A role she desperately wants to grow out of. Monica spent years managing the household and raising the kids, and now she wants to become something other than just the President's wife. Anton Rayne can either support this transition or try to push Monica back into the kitchen, [[spoiler: though the latter will most likely ruin the family completely.]]
* LoveMakesYouDumb: It is possible for Monica to not realize that her husband is a misogynistic die-hard Sollist conservative, and will, bizarrely, expresses her anger at Rayne for not supporting her before filing for divorce towards the end of Rayne's presidency. Her dumb behavior is alleviated after ''Amendment'', when it became possible for the player to choose if he supports a young Monica after she tells him of her advocacy for women's rights, along with additional dialogues where Monica finally admits that she was an idiot for thinking that she can change her husband's mind in the scene where she divorces him.
* NiceJobBreakingItHero: While her request to replace the sexist fundamentalist Curtan Leste for a speech in Benfi feels like a reasonable one, her fiery rhetoric advocating for progressive values at a religious event could potentially cause national outrage and subsequently harm her own cause, in addition to losing Rayne the support of the conservatives for his new constitution.
* SoapboxSadie: There is nothing Monica likes more than making big declarations and "giving Sordish women their voice". She gets so much into her crusade she's ready to break up her own family if Anton Rayne does not support her.
* TheSuffragette: While she never explicitly brings up women's voting rights, she otherwise fits the role to a tee, passionately campaigning for an end to workplace discrimination against women, criminalization of domestic violence, and bringing equality to the education system.
* SupremeChef: When Monica puts her mind into it, her cooking is described as superb. Over the course of the game, she cooks several delicious meals in order to cheer the family up.

* ChildrenAreInnocent: Deana is one of the few characters who does not commit any questionable acts within the game, being a little child.
* HarmfulToMinors:
** The player can slap Monica during the fallout of the Benfi Festival, with Deana seeing you doing so as she becomes scared of you.
** If the player has treated the Bludish population poorly, Deana will read out a death threat sent by the Bludish Freedom Front.

* ScrewTheRulesIHaveMoney: The man eats, breathes and makes love with this trope. Tusk believes he can buy anyone and anything, up to the President of Sordland himself. His solution to almost any problem is to throw a colossal bribe at it.
* SmugSnake: Even moreso than his main rival, Marcel Koronti. Tusk is extremely self-assured and condescending, but his corrupt "schemes" lack even the thinniest facade of subtlety and finesse Koronti possesses. Walter is so crass and unrefined he comes out as a classless slob with loads of money.
* WhileYouWereInDiapers: If the player decides to partially or entirely nationalize his company, Bergia Steel, an angry Tusk will threaten Anton as he signs away the rights to the company's daily operations. If the player have Anton say that he is not intimidated by Tusk's threats and that it is Tusk who is the one should be worried if he tries anything, he will spit this line at Anton:
-->'''Tusk:''' Do you know who I am? I've been chewing up and spitting out Sordish politicians since you were in diapers!

* TheDriver: Serge serves as Rayne's chauffeur, and often has conversations with him as he drives him to his duties.
* MyMasterRightOrWrong: Serge's devotion towards Rayne is unshakable regardless of what kind of leader Rayne actually is. A ruthless totalitarian fascist or a corrupt tool of the oligarchs receives the same admiration from Serge as a democratic or socialist President.
* NiceGuy: Serge is the kindest and friendliest character by far, and will always support Rayne no matter how badly the President treats him.
* TakingTheBullet: [[spoiler: If President Rayne decides to hold a military parade while a military coup is being plotted, Serge can take a bullet to save Rayne's life. It is necessary to get the ''Just Another Funeral'' achievement.]]
* TrueCompanions: If Rayne treats Serge well, their relationship will evolve into a geniune friendship. The President and his driver can converse about their family lives and exchange gifts and tokens of gratitude, Serge can give Rayne solid advice about his son Franc, Rayne can pay for Serge's kids' education etc. In one scene, if their bond is strong enough, they can even settle for a bachelor night of football game, beer and pizza.

* ZeroPercentApprovalRating: Bron is not only despised by the native Bludish population due to his tyrannical regime as the Governor, but by other parties, USP included, for his unchecked powers and constant non-compliance with the national government. Even the NFP isn't a big fan of him or what he represents, as his "separate but equal" doctrine goes against their desire for a completely united Sordland, and abolishing the Bergia Special Zone is one of their aims.
* TheFaceless: Likely the most important character in the game to lack a portrait.
* HatedByAll: Virtually everyone who doesn't share his beliefs dislikes him, with the only reason he has kept the job is because he has managed to keep Bergia stable and economically growing during his tenure.
* UtopiaJustifiesTheMeans: He ''has'' managed to bring a level of political stability and economic prosperity to Bergia, at the expense of terrible repression against the Bluds.

[[folder:Franc Rayne]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/franc.png]]
The somewhat distant teenage son of Anton Rayne.
----
* DatingWhatDaddyHates: He can start dating a Blud, to which Anton can respond with disapproval.
* {{Nepotism}}: He can get into Anton's alma mater because he's the President's son.
* RebelPrince: He may join protests against Anton while he's in college if Anton has a low approval rating.

[[folder:Deana Rayne]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/deana.png]]
Anton Rayne's daughter and younger child.
----
* CheerfulChild: Deana is often shown in the game as being more bubbly and lively than her introverted brother, Franc. This can become a SubvertedTrope if the mood within the family turns sour.
* ChildrenAreInnocent: Deana is one of the few characters who does not commit any questionable acts within the game, being a little child.
* HarmfulToMinors:
** The player can slap Monica during the fallout of the Benfi Festival, with Deana seeing you doing so as she becomes scared of you.
** If the player has treated the Bludish population poorly, Deana will read out a death threat sent by the Bludish Freedom Front.

[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/koronti.png]]
One of the two most important oligarchs in Sordland, who soon after the game starts will inherit his father's media empire. Owns Heart of Sordland, which controls one of the most important newspapers in Sordland, Sordland Today.
----
* CorruptCorporateExecutive: [[spoiler: He will try to form a media deal with you and if investigated is found to be using his company as a front for one of the largest criminal families in Sordland.]]
* EnemyMine: [[spoiler: Koronti is a capitalist oligarch, but he will let you get away with absolutely ''anything'', up to and including instituting a Malenyevist dictatorship, so long as he supplants Tusk and you don't infringe on his business interests, which are largely media-centric instead of posing as much of a threat to socioeconomic equality as Tusk does. He'll even actively help you by biasing his media outlets towards you.]]
* AnOfferYouCantRefuse: Implied during the conversation at his villa in Conriat with Rayne, Petr and Lucian, saying that it would be a shame if sensible information about a scandal were published, and they could instead help eachother.
* SmugSnake: Koronti is a cunning businessman and a powerful media mogul, but he is just too full of himself for his own good. This can bite him in the ass if President Rayne manages to outsmart or [[spoiler: arrest]] him.
* TheStarscream: [[spoiler: Plans to supplant Walter Tusk as leader of the Lotherberg Group, and wants President Rayne's help in doing so.]]
[[/folder]]

[[folder:Walter Tusk, Spokesman of the Lotherberg Group]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/tusk_0.png]]
One of the two most important oligarchs in Sordland, and head of the Lotherberg Group.
----
* CorruptCorporateExecutive Aside from trying to bribe you during the first meeting with him and constantly attempting to pressure you [[spoiler: he is smuggling weapons to the BFF.]]

[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/wolkner.png]]
Presidential chauffeur with lots of experience, happily married with two children.
----
* ChekhovsGun: If Rayne pays for Serge's children's education, he will give him his antique pocket watch as a sign of gratitude. The pocket watch will result in Rayne surviving his assassination attempt, should he faces one.

Head of police and the man in charge of the President's safety.
----
* DaChief: A professional police chief who will support Rayne during his presidency.
* InternalAffairs: He leads the Anti-Corruption unit if Rayne creates it.
* JustFollowingOrders: [[spoiler: If he is forced to testify against Rayne after being ordered to perform horrific tasks after the SSP is formed, he'll appear genuinely confused at the idea of doing something other than what he was ordered to do.]]
* MyCountryRightOrWrong: Grieser is an effective, driven policeman who, if Rayne creates the Anti-Corruption Police takes to the role of internal ethics enforcer like a duck to water. However, he also takes to the role of oppressive SecretPolice chief like a duck to water, unquestioningly ordering hits on Rayne's political rivals if so directed.
* PoliceAreUseless: {{Averted}} if they are properly funded and directed. During the inaugural ball, though, Rayne can call Grieser and the police clowns.
